About Sky Alyne

Sky Alyne is a team of defence, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). Sky Alyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defence leaders.

The partnership was built to jointly answer the call for the Government of Canada’s FAcT program. In 2023 Sky Alyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program.

The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at Sky Alyne’s Ottawa headquarters in Kanata, with three operational bases:
Moose Jaw, SK, Southport, MB, and Winnipeg, MB

In collaboration with the Government of Canada and several major Canadian subcontractors, Team Sky Alyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

Job Overview

The Subcontract Program Manager (SPM) is the primary point-of-contact for, and commercial lead for a portfolio of subcontracts related primarily to construction, for the FAcT program. The SPM manages existing, new, and planned subcontracts, as required.

Duties and Responsibilities

  • Managing assigned subcontracts.
  • Overseeing the performance of subcontract specifications, with a concentration on its quality, budget, schedule, and earned value requirements.
  • Monitoring the timely delivery of all deliverables that are required to fulfill the subcontract.
  • Authoring, managing, and influencing Statements of Work (SOWs), such that they align with required schedules and subcontractor lead times.
  • Establishing and managing long-term relationships with new contractors and other stakeholders.
  • Performing market research and analyzing threats and opportunities.
  • Tracking, measuring, and analyzing commercial metrics.
  • Managing and tracking subcontractors and contract expenses, financial goals, and budgets.
  • Managing the technical negotiations of subcontracts.
  • Coordinating with other departments to increase the value of Sky Alyne programs.
  • Other duties as assigned.

Qualifications and Experience

  • Bachelor’s degree, in the field of engineering, construction management, business administration, or a related field. A PMP designation would be an asset.
  • An extensive background managing construction contracts.
  • Minimum of five (5) years in a similar role and business complexity.
  • Previous experience working on Canadian or US defense programs is desirable.
  • Experience in managing complex construction or infrastructure projects.
  • Experience in supporting near-real time information sharing across internal teams and leadership.

    Previous experience managing budgets.
  • Excellent organizational and time-management skills, with a focus on data accuracy and timeliness of reporting.
  • Strong leadership, communications, interpersonal, decision-making, judgment, and problem-solving skills.
  • Strong business acumen.
  • Be able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance.
  • Eligible to work in Canada.
  • Strong oral and written English language capabilities.
  • Fluency in French would be an asset.
