Job Summary As Manager, Instrument Flight Procedure Design Service, you'll lead a highly skilled team responsible for delivering critical instrument flight procedure design services that underpin the safe and timely production of aeronautical information used across Canada. In this leadership role, you'll ensure operational excellence and full compliance with regulatory and industry standards - including CARs, TP308, ICAO Annexes 4 and 15 and the NAV CANADA Level of Service Policy - while supporting the evolving needs of NAV CANADA's customers, Air Traffic Control and Management Operations, airports, and other stakeholders.

Your work will have a direct and meaningful impact on aviation safety. You'll oversee the development, maintenance, and continuous improvement of flight procedures, and support safety impact assessments to ensure aeronautical data remains accurate, reliable, and fit for purpose. Through close collaboration with internal teams and external stakeholders, you'll help ensure IFP services are delivered efficiently today and remain well positioned for the future.

In this role you will:
  • Lead the operational performance of the AIM IFP Design unit, ensuring service demand is met through effective capacity planning, prioritization, and adherence to production schedules, service level agreements, regulatory requirements and quality standards.
  • Ensure the safe, accurate, and timely design, maintenance, and publication of instrument flight procedures and associated aeronautical information.
  • Serve as AIM IFP's primary representative on strategic NAV CANADA initiatives and contribute management expertise to the regulated and ISO-certified AIM Business Management System, supporting quality assurance and continuous improvement.
  • Drive strategic and operational improvements by identifying efficiencies, researching and advancing technology and system enhancements, and leading the planning and implementation of initiatives in collaboration with internal and external stakeholders.
  • Oversee safety management activities in alignment with NAV CANADA's Safety Management System, acting as the point of escalation for complex or time-sensitive operational issues.
  • Act as the business owner for TP308 training, ensuring regulatory compliance, industry alignment, and effective delivery of qualification and on-site training programs in partnership with ATS Learning.
  • Manage financial planning and resource allocation, including budgets, forecasts, staffing plans, supplier relationships, and contracted services, to align operational capacity with current and future demand.
  • Provide performance oversight through reporting on quality metrics, compliance issues, corrective actions, unit performance, budget variances, and supplier outcomes.
  • Lead and develop a high-performing team by overseeing hiring, performance management, scheduling, coaching, employee engagement, and labor relations, while fostering a positive, inclusive, and values-driven work environment.
