Position Overview
This position arranges for the adjustment of utilities required by proposed highway improvements, performs annual railroad grade crossing inspections, prepares plans for the rail-highway grade crossing improvement program and supervises its construction. This position also monitors reimbursable utility adjustments or relocations and processes utility and railroad invoices for payment.
Essential Functions
* Furnishes highway plans and other related data to utility companies for the adjustment of their facilities in conflict with highway improvements.
* Monitors relocation work of utilities to ensure proper performance and qualification of state and federal reimbursement.
* Conducts annual inspection of all railroad crossings and warning devices in the district and prepares necessary reports.
* Prepares plans for the rail-highway grade crossing improvement program.
* Supervises the construction and maintains accurate records of railroad improvement projects.
* Coordinates highway and bridge projects with railroads.
* Processes railroad and utility invoices for payment.
* Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
* Performs other duties as assigned.
Minimum Qualifications
* Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum PLUS five years of engineering experience; OR seven years of engineering experience.
Preferred Qualifications
* Strong organizational skills.
* Strong oral and written communication skills.
* Strong computer and database management skills.
* Strong attention to detail.
* Experience with construction inspection, highway and bridge construction, railroad construction, or utility construction.
* Ability to thoroughly document all communications with railroad and utility companies.
Conditions of Employment
* Valid driver's license.
* District-wide travel.
* Ability to work outdoors on construction sites in varying weather conditions.
* Successful completion of a background screening.
* Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
