Summary

Work in a Traffic Management Center (TMC) developing, implementing, and monitoring the Overland Park Traffic Control System (OPTCS). Coordinate timing plans and maintain and monitor all related equipment. Collect and analyze field data using various software programs. Write reports and make presentations to local citizen groups and governing body committees. Research and evaluate new technology to help improve system efficiency.

Duties And Responsibilities
  • Develop computerized traffic control system coordination and traffic signal timing plans for each required time of day period for each arterial controlled by OPTCS based on traffic engineering software, engineering knowledge, and related traffic studies and data. Implement timing plans and monitor results. Make adjustments as necessary.
  • Operate, monitor, and troubleshoot OPTCS computer hardware and software and related peripheral equipment to maintain optimum overall system performance and function. Maintain central software to ensure proper operation. Maintain database to accurately reflect field configurations. Read and thoroughly understand software manuals. Clarify procedures and operation with software consultants.
  • Ensure proper operation of OPTCS communications sub-system by checking each intersection's communication and monitoring daily problems.
  • Prepare written or oral reports on OPTCS operations and submit reports to other members of staff. Respond to public inquiries and ensure that concerns are fully and effectively addressed. Conduct tours of the traffic operations center. Give public presentations using visual aids to various engineering or other interested groups.
  • Develop corridor simulation models based on existing conditions and proposed changes to measure the effect to the network. Prepare reports to document analysis and recommendations.
  • Analyze and evaluate crash records to identify high-risk locations, contributing factors, and trends, in order to develop, recommend, and implement safety improvements.
  • Assist with the update and creation of Capital Improvement Projects. Pursue funding allocations from other sources.
  • Review new construction plans involving construction or installation of traffic signals. Make recommendations for system enhancements to improve traffic flow, operating levels of service, and safety.
  • Serve as project manager for assigned projects, directing all project activities, responsible for managing the project schedule, funding, and quality assurance. Prepare preliminary engineering reports and costs.
  • Perform field reconnaissance, gather all necessary data, and perform engineering analysis.
  • Review existing systems, research design alternatives, and develop cost estimates.
  • Act as City liaison with other governmental entities pursuing regional Intelligent Transportation Systems (ITS).
  • Perform various traffic engineering field studies using mechanical, electrical, and visual traffic methods and equipment. Analyze data for use in evaluating and improving OPTCS performance.
  • Technical staff provides technical expertise, mentoring, and general oversight of OPTCS operations and technicians.
  • The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals.
  • The employee must be punctual and timely in meeting all performance requirements, including attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
General Qualifications

PROFESSIONAL REQUIREMENTS/EDUCATION & SPECIAL LICENSE(S)/

CERTIFICATIONS:

Civil Engineer I. Bachelors degree in traffic engineering, civil engineering, or computer science with traffic engineering courses.
