Civil Works Project Manager

BV seeks a Project Manager to lead civil works projects for Department of Defense and other federal entities, including planning, design, construction, operations and maintenance, and rehabilitation or major modification processes.

• Manage all aspects of small to mega design services projects, including risk to cost, schedule, and quality.
• Ensure day‑to‑day successful execution of engineering, procurement, and construction phase services with focus on performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction.
• Lead and staff multidisciplinary project teams; identify staffing requirements and coordinate with discipline department managers.
• Integrate activities of engineering, procurement, construction, and commissioning phases, including third‑party contractors.
• Support business capture by leading proposal teams and responding to client requests for proposals.
• Engage in business development in a “seller‑doer” role to secure client satisfaction and repeat business.
• Lead BV’s participation in the Federal CPARS contractor evaluation system.
• Manage multiple clients and projects, obtaining new/repeat business as appropriate.

• 5+ years of civil works project management experience (direct PM, Task Order Manager, Engineering Manager, SME, or major discipline team leader).
• Proven experience with DoD clients delivering high quality A/E programs, managing geographically dispersed multidisciplinary teams.
• Experience managing facilities and infrastructure projects for DoD or other federal agencies, including qualification package development, fixed‑price task orders, and design‑build or other procurement options.
• Licensed Engineer or Architect preferred.

• Bachelor’s degree or equivalent experience.
• Successful completion of pre‑employment onboarding (criminal/civil background check, drug screen, motor vehicle records search).

• Hybrid or flexible work options may be offered after 90 days of employment.
• Travel < 25 % of the time to client sites, conferences, or project locations.
• Typical office and construction environment with exposure to weather, noise, chemicals, and other hazards, and lifting up to 40 lb.
