Type and Compensation

Full-time, Regular. Starting Salary: $6,526.83 per month / $78,321.96 per year. Benefits:

Basic Purpose

Serves as both the Oklahoma Military Department (OMD) Agency Environmental Performance Assessment Survey (EPAS) Program Manager and Environmental Condition of Property (ECP) Assessment Manager.

Key Responsibilities
  • With direction and guidance from the state Deputy Environmental Program Manager and federal Environmental Program Manager, manages the EPAS/ECP Program.
  • Maintain an inventory of compliance sites and activities with potential to impact the environment.
  • Audit operations and activities within the installation boundary to evaluate overall environmental program performance and conformance with AR-200-1.
  • Assess tenant activities, outgrants, leases, and other activities under the purview of the OMD and OKARNG.
  • Prepare the Installation Internal Action Plan (IIAP) annually.
  • Perform site visits to allow time for Environmental Quality Control Committee (EQCC) review and certification by the Director, Joint Staff.
  • Prepare the Installation Corrective Action Plan (ICAP) and ensure all findings are closed IAW ARNG, DA, and DoD requirements, with emphasis on Class I findings.
  • Evaluate OKARNG sites individually and compositely for environmental exposure and potential liability issues.
  • Analyze noncompliance trends to focus inspections and training efforts.
  • Prepare and execute a comprehensive IIAP based on noncompliance trends and historical site performance.
  • Focus assessments on high‑risk or high-visibility sites to ensure appropriate oversight.
  • Coordinate with OKARNG personnel to implement corrective actions that reduce environmental noncompliance and/or liability.
  • Provide on-site training to brief military and civilian personnel on environmental responsibilities.
  • Coordinate efforts with NGB for efficient external assessments.
  • Develop assessments and other ECP documentation per NGB ECP SOP guidance. Ensure documentation is reviewed and approved by the ARNG G9 Installations and Environmental Division in association with each Federal Real Property transaction, MILCON project, and/or as needed to support OMD.
  • Ensure all required ECP assessments and related documentation for OMD comply with the Army National Guard Environmental Condition of Property Handbook and referenced regulations.
  • Monitor and assist the Camp Gruber Training Center Environmental Section in completing ECP assessments, ensuring documents meet all requirements before submission to the Environmental Program Manager for review and approval.
  • Evaluate proposed OMD/OKARNG property actions to protect the State of Oklahoma from undue environmental liability during real property acquisitions and disposals.
  • Determine appropriate investigation methodology and instrument type to document the property’s environmental integrity.
  • Coordinate efforts to gather, catalog, and document required reference materials.

Special Requirements

Applicant must be willing and able to fulfill all job-related travel normally associated with this position. Some travel out of state for up to one week to attend training may be required. Travel within the state is often required. A state-issued driver’s license and the ability to operate a state vehicle are required.
