Job Duties
  • Coordinate contract and procurement functions for the agency under the supervision of the Accounting Supervisor.
  • Review requisitions and specifications, determine acquisition methods, and independently complete all related actions concerning competitive bidding, evaluations, negotiations, award, and close out, ensuring compliance with State Purchasing Statutes and Agency purchasing policy.
  • Create and manage ePro requisitions, purchase orders, and required documentation using the Statewide Accounting System (People Soft) and maintain an Excel log of all requisitions and purchase orders issued and subsequent change orders.
  • Maintain complete purchasing files, upload scanned documents to the online repository, and ensure all proper approvals have been obtained on internal requisition documents.
  • Stay informed of current state and agency purchasing statutes, policy, and procedures; develop, maintain, and update accounting procedure and training guides to ensure compliance.
  • Provide guidance and training to agency personnel on purchasing statutes, policy, and procedures; act as liaison to OMES Central Purchasing and Construction and Properties.
  • Travel to proposed work sites for pre‑bid meetings, pre‑construction meetings, periodic meetings, and substantial completion meetings as required and perform contract monitoring to ensure compliance with contract specifications.
  • Research and prepare reports related to the agency’s purchasing activity, assist in closing out purchase orders for completed projects, and release any remaining encumbrances.
  • Serve as the agency Purchase Card (P‑Card) Administrator or backup; maintain all agency P‑Card files and reports, train agency staff on P‑Card usage, audit transactions in the P‑Card banking system, and provide reporting on P‑Card activity.
  • Assist with various audit requests and provide backup documentation as needed.
  • Perform additional duties assigned by the Accounting Supervisor.
Must Have The Ability To
  • Lift and carry standard office equipment and supplies up to 25 pounds and operate a vehicle.
  • Establish and maintain effective working relationships; work independently and professionally with the public, employees, and other agencies.
  • Communicate clearly and effectively in public speaking situations and express oneself clearly and concisely in writing.
  • Use a personal computer and various office equipment; be proficient in Microsoft Word, Excel, PowerPoint, and have an overall understanding of internet‑based computer applications.
  • Work extended hours and weekends occasionally as required.
Requirements
  • Education: Associate degree or two years of college, preferably in Business, Finance or Accounting coursework or a closely related field; four years of State of Oklahoma purchasing experience may substitute for the education requirement.
  • Experience: Two years of related purchasing experience; preference given to current State of Oklahoma Certified Procurement Officers and experience using People Soft financials software.
  • Knowledge and

    Skills:

    Extensive contact with department employees, outside vendors, and other state agencies in person, by telephone, and in writing. Knowledge of acquisition methods, specification writing, competitive bid procedures, state purchase laws and regulations, pricing methods, market resources, and office procedures. Ability to communicate effectively orally and in writing, conduct multiple projects simultaneously, evaluate bids, award contracts, review purchase specifications, and monitor contract performance.

    Working knowledge of Microsoft Office and related applications; must obtain and maintain Certified Procurement Officer Certification.
