Financial Manager, CFO
Regional Water Resource Agency (RWRA), the municipal wastewater (sewer) utility located in Owensboro, KY, is accepting resumes for the position of Director of Finance & Administration
.
This position is primarily responsible for the accounting, financial, and administrative functions of the Agency including budget preparation and management, as well as oversight of procurement, human resources, and risk management.
Responsibilities- Prepares and presents financial reports for the RWRA Board on a monthly basis
- Prepares the annual financial statements in accordance with GAAP
- Prepares and manages Agency annual budget and develops long‑range financial plans
- Analyzes the Agency’s short and long‑term financial needs
- Administers the health insurance plan, as well as drug and alcohol policy
- Directly supervises three Administration Department managers and indirectly responsible for the entire Administration Department
- Position requires a bachelor’s degree in Finance/Accounting or related field; master’s degree in a related field is preferred
- Knowledge of investment practices and debt management is a plus
- Seven years of experience, with five years of upper‑level financial/accounting supervisory/management experience is required
- Government and/or utility accounting/financial experience is preferred; GAAP/GASB experience is preferred
- Human Resources experience is a plus
- CPA license or CPFO certification is a plus
- Full‑time, exempt position
- Beginning salary pay range: $124,058/annually to $150,446/annually
