General Description:
Underthe general supervision of the Director of Public Works and throughconsiderable individual initiative, the Town Engineer supports Department policies,manages major infrastructure projects and serves as the engineering authority of the Town. The Town Engineer shall undertake assigned duties in a thorough,efficient, and professionally competent and courteous manner.
Administrative Duties:
Under the general supervision ofthe Director of Public Works and through individual initiative the Town Engineer is responsible for leading engineering operations including planning field andoffice activities, developing and implementing policies, and overseeing the planning, design, construction, maintenance and repair of Town infrastructure. The position is responsible for working collaboratively with various Town departments and staff to ensure engineering needs are met.
Essential Functions:
- Manages the engineering function of the Town including administration, design, bidding, and construction management related to Town roadway, park, public building, and utility infrastructure.
- Administers the Town's MS4 and stormwater compliance programs.
- Prioritizes, assigns, and coordinates personnel to complete Department tasks and objectives.
- Maintains plans and as-built conditions of Town infrastructure.
- Oversee the Town's infrastructure asset management programs.
- Assist Director in development of annual operating budget, sewer enterprise budget, and capital budget.
- Authorizes utility, stormwater and street construction permits and provides inspection and enforcement of applicable rules and regulations.
- Serve as a professional resource for all planning, development, and engineering related questions.
- Ensures compliance with all local, state, and federal regulations.
- Performs other duties as assigned.
Skills:
• Thorough knowledge of civil engineering principles and the materials, methods, practices and equipment used in the design,construction, inspection, maintenance, and repair of roadways, water, sewer,drainage, parks, public buildings, and cemeteries.
• Thorough knowledge of- and proficiency in theuse of Microsoft Office programs and ARC GIS.
• Thorough knowledge of municipal Board meetings,Town By-Laws and the issuance and inspection of permits within the Department,Conservation Commission, and Land Management Department.
• Ability to multi-task in a fast-paced environment.
• Excellent written and oral communication skillsand meticulous attention to detail.
• Ability to work constructively with consultants,vendors, Town Boards, Commissions, Committees, Town officials, and the general public.
Education/Experience/Licensure:
- Bachelor's degree in civil engineering or related discipline required.
- 8+ years experience and proven proficiency, preferably in a municipal setting, in personnel management, engineering design, project management, and construction inspection is required.
- Current Massachusetts Professional Engineer required.
- Current and valid Massachusetts driver's license with a responsible driving record is required.
Independent Action:
Under general supervision,function independently within a broad scope of established guidelines and department procedures to complete necessary tasks in a timely manner. Must be able to prioritize requests and workload. Questions and problems lacking clearprecedent or requiring interpretation of laws, by-laws, or rules and regulations are to be directed to the Director.
Physical Requirements:
Required to sit, bend, kneel,reach, and squat frequently throughout the work shift. Frequent movement in and out of equipment and vehicles. May be required to work shiftsgreater than 8 hours.
