Program Analyst

Summary

You will serve as a Program Analyst in the Military Personnel & Support Staff (N121), Command Readiness Division (N12), Command Services Department (N1) of NAVOCEANO BAY ST LOUIS.

• You will serve as the primary point of contact and liaison with the Navy Personnel Command, My Navy Career Center, and Regional and Transaction Support Centers pertaining to military manpower and personnel actions.
• You will provide guidance to command personnel and leadership on changes to Navy Pay and Personnel Policies.
• You will coordinate with military members and their family members to update eligibility requirements.
• You will manage, coordinate, review and track all incoming and outgoing correspondence.
• You will manage the Command Ethics Program by providing oversight, administrative guidance to cognizant departments and training new employees.
• You will review and prepare documents for military transfer packages, personnel awards, special programs and overseas screenings.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience with Department of Defense, Navy Personnel Command (NPC), and Navy pay and personnel policies (PAYPERS).
• Experience managing diverse, localized administrative programs and oversee the configurations and security of automated database systems.
• Experience applying qualitative and quantitative analytical techniques to identify administrative deficiencies, interpret regulatory guidelines, and monitor staffing requirements.
• Experience communicating administrative, personnel, and regulatory guidelines effectively, both orally and in writing.

1 full year of graduate level education

or

superior academic achievement
