Job Description
The City of Oxnard's Public Works Department, Water Division is seeking an Engineer Division Manager with strong organizational skills and excellent oral and written communication skills. The successful candidate will manage the Water Division’s Capital Improvement Program (CIP) and maintenance projects requiring engineering support, performing professional‑level civil engineering work related to the planning, budgeting, design, review, and construction of CIP projects.
The ideal candidate will have public sector experience, water utility experience, be well‑versed in modern principles and practices of engineering, and possess solid communication skills. The position interacts with a variety of internal and external stakeholders, so exceptional interpersonal skills are essential.
Responsibilities- Develop the Water Division engineering team.
- Coordinate with Operations.
- Manage the Water Division CIP planning and execution.
- Assist with the annual budget process.
- Develop and review requests for proposals.
- Manage professional agreements and construction contracts.
- Assist Operations with maintenance projects that require engineering support.
- Supervise staff, conduct performance evaluations, coordinate training, and implement hiring, discipline and termination procedures.
- Oversee complex infrastructure improvement plan review, maintenance, construction, design, and construction services, ensuring compliance with design standards, policies, and regulations.
- Serve as primary liaison and technical expert on assigned engineering projects, consult with architects, engineers, developers, consultants and outside agencies, review project studies, specifications and drawings, and perform site inspections as needed.
- Provide project management and scheduling of resources, administer budgets and contracts, monitor project progress and schedules, review issues, perform complex engineering calculations, research and analyze information, and recommend alternative solutions.
- Attend, facilitate, and present at meetings; prepare and oversee development of reports, proposals, contracts, plans, specifications, and approval conditions.
- Perform other duties of a similar nature and level as assigned.
- Education
:
Bachelor’s degree in engineering or directly related field. - Experience
:
Five years of professional engineering and/or construction/project management experience and two years of supervisory experience. - Licensing / Certifications
:
Professional Engineering (PE) registration; certification in an engineering specialty; valid California Class C driver’s license with a satisfactory driving record. - Other Requirements
:
Must be able to speak and understand English.
