The City of Oxnard's Public Works Department, Water Division is seeking an Engineer Division Manager with strong organizational skills and excellent oral and written communication skills. This position will manage the Water Division's Capital Improvement Program (CIP) and maintenance projects requiring engineering support. The individual will perform various professional-level civil engineering work related to the planning, budgeting, design, review, and construction of CIP projects, and will confer with City staff, contractors, consultants, and representatives of other agencies regarding water infrastructure.
The ideal candidate will have public sector experience, water utility experience, be well-versed in modern engineering principles and practices, and possess solid communication skills. Interaction with a variety of internal and external stakeholders requires exceptional interpersonal skills. DISTINGUISHING CHARACTERISTICSThis classification is distinguished from the Senior Engineer in that it provides management of complex, sensitive and/or citywide projects and may provide direct supervision of engineers and technical staff.
SUPERVISION EXERCISED / SUPERVISION RECEIVEDIncumbents supervise professional, paraprofessional, and support staff, including performing performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision and must prioritize work to meet deadlines and keep supervisors informed of issues affecting accomplishment of deadlines, organizational policies, or risk management.
WORK SCHEDULEThe normal work week is Monday through Thursday, 8:00 a.m. to 6:00 p.m., and alternating Fridays 8:00 a.m.–5:00 p.m. Additional hours may be required as workload needs. This position is not governed by the overtime provisions of the federal Fair Labor Standards Act and is not eligible for overtime pay.
RESPONSIBILITIES- Supervise staff, conduct performance evaluations, coordinate training, and implement hiring, discipline, and termination procedures.
- Manage and oversee the activities and/or operations of complex infrastructure improvement plan review, infrastructure maintenance and construction, design and construction services, and related projects; monitor compliance with design standards, policies, practices, codes, and regulations.
- Serve as primary liaison and technical expert in support of assigned engineering projects; consult with and provide information to architects, engineers, developers, consultants, and outside agencies; review project studies, specifications, drawings, and other technical documents; perform job‑site inspections as needed.
- Provide project management and scheduling of resources; manage and administer assigned budgets and contracts; monitor project progress and schedules; review issues; perform complex engineering calculations; research and analyze information; recommend alternative project solutions and implement solutions.
