Position Overview

City of Oxnard Public Works Department, Environmental Resources Division is seeking a Resource Recovery Supervisor with strong technical knowledge of refuse, recycling, organics diversion, environmental compliance, and resource recovery regulations. The ideal candidate is a self‑starter, detail oriented, customer‑service focused, and passionate about the city’s recycling, organics diversion, sustainability, hazardous waste, and environmental compliance programs.

Key Responsibilities
  • Monitor and interpret federal, state, and local legislation impacting recycling, organics diversion, and solid waste, especially AB 939, AB 341, AB 1826, SB 1383, SB 54, and other evolving policies.
  • Plan, coordinate, implement, and oversee residential, commercial, industrial, institutional, and office recycling programs, organics diversion initiatives, contamination reduction actions, household hazardous waste operations, and source‑reduction projects for the City.
  • Supervise assigned technical and outreach staff; conduct inspections, route reviews, audits, investigations, and compliance reviews to ensure adherence to laws, permits, and operational standards.
  • Develop relationships with internal and external stakeholders—contractors, consultants, haulers, regulatory agencies, businesses, schools, community organizations—to promote program implementation, compliance, and growth.
  • Lead educational outreach, attend community meetings, and engage in public workshops to promote city recycling and environmental programs.
  • Identify and pursue funding opportunities, grants, and related resources to support environmental program initiatives.
  • Oversee operations at the Del Norte Recycling and Transfer Station Center, ensuring safe work practices, quality, efficiency, and accurate reporting.
  • Assign work to staff, monitor progress, and enforce city, state and federal rules, policies, and procedures for safety and quality.
  • Provide performance evaluations, training, coaching, and employee development for staff.
  • Track operational metrics—including contamination data, diversion rates, grant performance, and program compliance—in order to identify improvement opportunities.
  • Coordinate public outreach and sustainability efforts through the City Manager’s Office and other departments.
  • Plan local public relations campaigns related to resource recovery and sustainability initiatives.
  • Prepare reports for city administration, council, and stakeholders; present findings and recommendations.
  • Collaborate with collections operations, MRF operations, and development review teams to align mandates and service models.
  • Compile comprehensive statistical, operational, compliance, and narrative reports for state and local agencies (e.g., annual reports, procurement, edible food recovery).
  • Utilize route‑management software, GPS, cameras, Microsoft Office, Google Workspace, and database systems to support operations, reporting, and compliance.
  • Attend night meetings, weekend events, inspections, outreach activities, and emergency operations as required.
Essential Functions
  • Provide program, project, or functional oversight; perform complex analysis; ensure compliance with policies, procedures, standards, and regulations.
  • Serve as liaison and advisor with internal departments, agencies, and external organizations; resolve inquiries, manage escalated issues, and implement solutions.
  • Develop and implement policies, procedures, and processes; prepare, review, and maintain reports, correspondence, forecasts, contracts, or related documentation.
  • Participate in budget development, implementation, monitoring, and evaluation; provide procurement recommendations and purchase acquisition assistance.
  • Facilitate coordination and collaborations across stakeholder meetings.
  • Execute other duties of similar scope and level as assigned.
Minimum Qualifications Education
  • Bachelor’s degree in public administration, business administration, environmental science, environmental studies, sustainability, resource management, communications, or a related field.
Experience
  • Five years of journey‑level professional experience in refuse and/or recycling program administration; at least two years of supervisory experience.
Licensing / Certifications
  • Valid Class C driver’s license (or ability to obtain one).
  • Desired certifications: SWANA ISWMS, CRRA, TRUE Zero Waste, or related recycling/environmental compliance credentials.
Other Requirements
  • Effective communication skills in English (oral and written).
