Salary Range: $88,028.00 To $ Annually
HUMAN RESOURCES MANAGERUnder the supervision of the human resources director, the human resources manager shall be responsible to:
- Directly supervise, train, orient, and conductly timely performance evaluations of the human resources specialists and human resources support supervisor. Indirectly supervise the human resources benefits and safety specialist, HR clerk, and customer service representative. Conduct positive progressive intervention as needed and prepare timely related documents.
- Engage in the promotion of staff development and continuous learning through training observation, coaching, and supervision.
- Supervise the employment recruitment selection process including determining the need for recruitment, job advertising, application screening, interviews, eligibility lists, employment reference checks, job offers, pre-employment physicals, timely notification of application screening and interview results, etc., and ensure adherence to proper equal employment opportunity procedures and practices.
- Ensure available positions are advertised timely and in accordance with our equal opportunity program. Periodically participate in job fairs along with the HR specialists.
- Review new hire recommendations and assign to HR specialists for processing. Notify HR director of any unusual or non-standard recommendations.
- Ensure required criminal record clearances are processed prior to hiring of any employees whose wages are primarily funded by the Head Start or Early Head Start programs.
- Ensure the effective preboarding of new employees and offboarding of terminating employees. Conduct exiting employee interviews and transcribe notes.
- Ensure the effective administration of employee health insurance, retirement, and other benefits.
- Ensure the timely processing of medical and other leaves of absence.
- Ensure staff receives timely reminders of required periodic physicals, TB test clearances, immunizations, current auto insurance policies, and permit renewals.
- Ensure the timely processing of workers’ compensation claims, workstations evaluations, and the preparation and timely distribution of effective safety and wellness newsletters.
- Coordinate and supervise the timely preparation and mailing of temporary and/or permanent layoff notices to affected personnel.
- Coordinate and supervise the recall process for employees returning from a temporary layoff, including the development of a timeline.
- Lead the continuous development and/or revision of HR forms and updating and streamlining of procedures and shared files to increase work effectiveness.
- Assist with program and/or corporate reviews and audits pertaining to human resources.
- Assist the human resources director as requested with positive progressive intervention technical assistance to supervisory personnel, handling personnel issues, complaints and investigations, and presenting performance management training.
- Represent the Human Resources Department in the absence of or as requested by the human resources director.
- Other duties as assigned.
Required
Education and Experience:
- Minimum of a bachelor’s degree in human resource management.
- Minimum of three years’ recent experience in a highly responsible human resources administrative or management capacity, including at least two years of staff training and supervision.
- A bachelor’s or advanced degree in public administration, business, or related field along with a recent human resource management certificate from an accredited institution may substitute for the degree in human resources.
Bachelor’s or advanced degree in human resource management. Bilingual (English/Spanish) skills.
Knowledge and Abilities:Knowledge of general human resources department functions such as recruitment, preboarding and offboarding, benefits administration, performance management, policy development, etc. Good knowledge of federal and state of California employment laws and regulations.
