* The City of Oxnard is currently looking for an Enterprise Architect (Information Technology Officer II) to join our growing team of technology professionals. The Enterprise Architect is a key member of the IT leadership team and reports directly to the Chief Information Officer.
This position is responsible for establishing and maintaining the City's overall enterprise architecture and technology standards across all domains including applications, data, infrastructure, security, and emerging technologies. The Enterprise Architect will lead the development of an integrated technology architecture that aligns IT investments with City priorities, supports operational efficiency, enhances service delivery to the community, and enables innovation.
The Enterprise Architect will also serve as the City's primary solution architect for major initiatives and technology projects, providing architectural leadership throughout the project lifecycle including solution design, technology selection, integration strategy, and alignment with enterprise standards and long-term architecture direction.
In addition, the Enterprise Architect is responsible for leading the City's applied Artificial Intelligence (AI) strategy and approach, ensuring that AI technologies are implemented responsibly, securely, ethically, and in alignment with organizational objectives and public sector obligations.
This individual will apply strong communication and collaboration skills, strategic thinking, technical expertise, and leadership to guide technology decision-making across departments and ensure that solutions are scalable, supportable, secure, and aligned with the long-term direction of the City's IT environment.
SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Chief Information Officer. May exercise functional or project-based supervision over City staff, technical teams, contractors, and vendors involved in architecture, technology planning, or solution implementation.

WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off. This position may be required to be available to work additional hours as needed to support workload needs.
Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
Under general direction, develops, maintains, and governs the City's enterprise architecture framework to ensure alignment between business needs, technology solutions, and long-term strategic objectives.
Leads enterprise-wide technology architecture strategy across application, data, infrastructure, integration, security, and cloud domains.
Establishes architectural standards, design principles, and technology governance processes to guide technology investments and solution development.
Serves as the primary architecture advisor to the CIO and IT leadership, providing strategic guidance on modernization initiatives and technology roadmaps.
Leads the development and execution of the City's applied AI strategy including governance, use-case identification, risk management, policy guidance, and responsible adoption of AI technologies.
Evaluates emerging technologies and industry trends, recommending practical and sustainable approaches that enhance City services and operational effectiveness.
Provides architectural oversight for major projects including ERP, public safety systems, citizen-facing digital services, and enterprise platforms.
Ensures solutions are scalable, secure, interoperable, maintainable, and aligned with enterprise standards.
Fosters collaboration between IT divisions, business departments, and external partners to ensure architecture decisions support organizational priorities.
Develops and maintains architecture artifacts, roadmaps, and documentation that clearly depict current-state, transitional, and future-state environments.
Maintains quality service by establishing and enforcing architecture standards and governance practices.
General Responsibilities:
Establish and maintain enterprise architecture governance processes that guide technology selection and system design across departments.
Provide solution architecture guidance for complex initiatives to ensure consistency with enterprise standards.
Create and maintain technology reference architectures and patterns for cloud, integration, data, applications, and AI solutions.
Support citywide modernization initiatives by identifying opportunities for consolidation, standardization, and technical debt reduction.
