The City of Oxnard is seeking a Director of Enterprise Data Analytics and GIS (Information Technology Officer II) to join its growing team of technology professionals. Reporting to the Chief Information Officer, this position leads the City’s enterprise data analytics and Geographic Information Systems (GIS) programs.
The Director is responsible for advancing the City’s ability to leverage data as a strategic asset to support operational decision-making, improve service delivery, and enhance transparency across City departments. The role leads development and management of enterprise data capabilities spanning the full lifecycle of data including data integration, data engineering, data architecture, data governance, analytics, and business intelligence.
The Director also oversees and manages the City’s municipal GIS program as a core enterprise capability, ensuring that geospatial data and spatial analysis are leveraged as strategic tools supporting planning, operations, and service delivery across City departments.
Partnering with City leadership and departments, the Director leads a small team delivering enterprise analytics, dashboards, spatial analysis, data engineering, and GIS services and may provide direct analytical or technical contributions where appropriate to support departmental needs.
The Director of Enterprise Data Analytics and GIS serves as the City’s lead authority for enterprise data analytics and geospatial data capabilities and is responsible for establishing and advancing the City’s enterprise data practices across departments. The position leads initiatives that integrate data from multiple enterprise systems, develop advanced analytical capabilities, and support data-driven decision-making throughout the organization while overseeing the City’s municipal GIS program as a strategic enterprise capability.
This role requires a high level of technical expertise, strategic planning, and organizational leadership to ensure that enterprise data and geospatial resources are effectively leveraged to support City operations, policy analysis, and long‑term strategic objectives.
The position is expected to exercise a significant degree of independent judgment and technical authority in the development of enterprise analytics strategies, standards, and practices that influence technology and operational decision‑making across the organization.
SUPERVISION RECEIVED/EXERCISEDReceives general supervision from the Deputy Chief Information Technology Officer and/or Chief Information Officer. Exercises supervision over City staff and contract staff in the assigned function area.

WORK SCHEDULEThe normal work week is Monday through Friday 8:00 am–6:00 pm with every other Friday off. This position may be required to be available to work additional hours as needed to support workload needs.
PLEASE NOTEThe Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
GENERAL RESPONSIBILITIES- Under general direction, develops, maintains, and governs the City’s enterprise architecture framework to ensure alignment between business needs, technology solutions, and long‑term strategic objectives.
- Leads enterprise‑wide technology architecture strategy across application, data, infrastructure, integration, security, and cloud domains.
- Establishes architectural standards, design principles, and technology governance processes to guide technology investments and solution development.
