Backflow Specialist Technician
The City of Oxnard’s Public Works Water Division is seeking a Backflow Specialist Technician to become part of the team. This position is a member of a dedicated service‑oriented team where collaboration, leadership, and growth are promoted at all levels. The Water Division's priority is to provide safe and reliable drinking water to our customers and to provide the highest level of customer service.
WHATYOU'LL DO
- Ensure compliance with field backflow assemblies, cross connection management, and hazard assessments as required under the State Water Resources Control Board Cross Connection Policy Handbook of the California Health and Safety Code (CHSC, section 116275 (h)).
- Perform installations, repairs, assembly, cleaning, certification, testing, and inspections of backflow/cross‑connection assemblies.
- Work with contractors to ensure proper size, type, location, and placement of backflow prev enters.
- Estimate time and materials for work projects.
- Assign service orders to staff.
- Identify water theft and changes in consumption patterns and other potential repair issues on multiple routes.
- Inspecting work in progress.
- Make safety recommendations to supervisors.
- May serve as a lead worker, training personnel, and assuring adherence to safe work methods.
Backflow Specialist Technician
DISTINGUISHING CHARACTERISTICSThis is a stand‑alone classification in the Utilities job family.
SUPERVISION (EXERCISED / RECEIVED)Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non‑routine matters and deadlines.
WORK SCHEDULEThe normal work week is Monday through Thursday, 7:00am to 4:30pm, and alternating Fridays 7:00am-3:30pm. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. Employees may be required to work rotational stand‑by assignments outside of normal working hours and report to work on a callback basis, as needed, within a designated response time.
Standby assignments are at the discretion of the Division Head.
- Assembles backflow prevention assemblies, excavates to expose pipes, soldering pipes and connecting fittings, and replaces damaged and faulty backflow prev enters, assembles and installs backflow cages and mixing, and finishes concrete pads.
- Installs fittings on backflow prevention assemblies to connect the differential pressure gauge for periodic testing.
- Conducts periodic and routine tests and assessments of backflow prevention assemblies.
- Conducts hazard assessments/inspections of all service connections within the City service area to ensure appropriate backflow prevention assemblies are in place for the risk at hand and makes recommendations to customers for corrective device actions if necessary.
- Performs documentation for data and record management; verifies existing field data and makes and/or recommends corrective action when necessary.
- Operates equipment such as backhoes, truck‑mounted cranes, pneumatic tools, compactors, and other specialty tools and equipment; operates basic technical equipment such as computers and smart devices for data recording and management.
- Inspects, tests, repairs, and/or replaces all assemblies not in compliance as necessary to assure compliance with City and State Regulations.
- Maintains all testing devices and ensures calibration and compliance;
Maintains test data records on backflow prev enters. - Performs other duties of a similar nature and level as assigned.
- Maintains bi‑annual recertification and CEU requirements for Backflow Prevention Assembly Tester certification.
- High School Diploma or GED
- Three (3) years of related utilities maintenance and/or repair experience that may include specialized vocational training.
- Valid California Class C Driver’s License with a satisfactory driving record.
