This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the PositionU.S. Army Installation Management Command (IMCOM) handles the day-to-day operations of Army installations. The incumbent will serve as a Lead Security Guard at Fort Rucker, AL
Duties- Performs with little or no supervision, installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a range of circumstances.
- Authenticates identification through use of electronic Personnel Access Control Systems (ePACS), identification cards, badges, biometric automated records, verbal questioning, and other means.
- Validates entry requests through the use of ePACS and grants access to persons and vehicles with appropriate authorizations.
- Serves as the initial point of contact for the installations visitors which may include foreign nationals, government agents, elective officials, media and Very Important Persons (VIP).
- Provides answers to questions, determines whether appropriate need for access exists, and provides assistance as required.
- Responsible for performing and resolving a full range of both standard procedural and non-recurring/unusual visitor access assignments.
- Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with federal and state laws.
- Processes a variety of NCIC queries and provides timely response as appropriate or required.
- Regulates pedestrian and vehicular traffic to prevent accidents and to ease congestion and parking problems.
- Maintain Control access to restricted areas on the installation
- Monitor daily activities of shift to ensure area is secure.
- Conduct on the job training with new employees.
- Review daily reports from subordinates.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- Must be able to obtain and sustain state certification for operating the NCIC Terminals and applicable certifications in operating various electronic equipment and sensors.
- Must meet and maintain the requirements of the IAW AR 190-56, Individual Reliability Program.
- Must submit to pre-employment and random drug screenings thereafter.
- Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
- Overtime may be required as directed and is subject to recall for periods of emergency overtime.
- Must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually. All weapons training and qualifications will be conducted IAW AR 190-56 “The Army Civilian Police and Security Guard Program”.
- Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.
- Must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 “The Army Civilian Police and Security Guard Program.
- Must successfully complete security guard training.
- Must be trained and maintain current required certifications in CPR.
- Must know first aid. May act as a first responder in a medical emergency.
- May be required to wear chemical protection masks, gloves, and other protective equipment. Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
- May be required to be certified in the use of aerosol irritants and baton.
- Required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirements as outline is Army Regulation 190-56 “The Army Civilian Police and Security Guard Program”.
- Must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license. Loss of license may result in removal from the position.
- Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
- Position is designated as Mission Essential.
- Employee must be able to perform as a member of the installation’s overall security response capability. The duties and training require to carry and deploy a riot baton, carry a protective shield and employ non-lethal am munitions if necessary.
