Consultant, PJM Market Policy at First Energy

About The Opportunity

This open, full‑time, on‑site position is located at any First Energy location. Regular travel to Valley Forge, PA is required. The selected candidate may be eligible for relocation assistance through First Energy’s Relocation Program for New Hires. The estimated pay range is $118,150 – $166,800, with a 20 % cost‑of‑living differential in New Jersey ($141,780 – $200,160).

Overview

The Consultant, PJM Market Policy serves as a strategic advisor and thought leader in shaping First Energy’s market policy within PJM. This role drives cross‑functional collaboration, influences policy development, and represents First Energy in industry forums. The position requires deep expertise in PJM markets, stakeholder engagement and regulatory strategy.

Key Responsibilities
  • Lead technical discussions with internal and external business unit experts, applying extensive knowledge of PJM markets, operations, analytics and industry trends.
  • Act as the primary contact with PJM for market policy matters, building relationships and advocating First Energy’s positions at PJM, MA leadership, and the PJM Board.
  • Apply expert knowledge of PJM Market Rules, Stakeholder Process, Governing Agreements and Manuals, and assess the impact of proposed changes on First Energy.
  • Analyze and interpret PJM Market Rules and related manuals to assess business impacts and guide internal stakeholders.
  • Provide strategic guidance on complex PJM issues, serving as an advisor on market policy‑related matters and acting as liaison between PJM and First Energy stakeholders.
  • Prioritize market issues and develop market‑related energy policy positions aligned with the company’s business strategy, building consensus among internal and external stakeholders.
  • Advance external advocacy efforts and represent First Energy in industry coalitions to influence market rule changes.
  • Participate in PJM senior standing committees, standing committees, Liaison Committee meetings, and the Finance Committee, representing the Transmission Owner Sector and First Energy at industry conferences. Extensive travel is required.
  • Support advocacy, communication, education efforts and regulatory filings outside PJM, including FERC and state commissions.
  • Model First Energy core values by demonstrating integrity, accountability, and ethical conduct, ensuring compliance with all applicable requirements.
Qualifications
  • Bachelor’s degree in Engineering, Business, Finance or a related discipline.
  • Minimum 10 years of relevant experience in the energy or utility industry, focusing on public policy development and/or implementation.
  • Experience with the RTO/ISO stakeholder process, preferably in PJM.
  • Ability to convey complex technical information to senior management, team members and audiences with varying technical backgrounds.
  • Deep understanding of the energy industry and PJM markets.
  • Excellent communication and relationship‑building skills to represent the company at external stakeholder meetings.
  • Capability to develop and implement strategic initiatives aligned with company objectives.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office (Outlook, Excel, PowerPoint, Word).
