Qualifications

High School Diploma or G.E.D. equivalent and three (3) years of experience in grounds and/or parks maintenance, including one (1) year of lead or supervisory experience; or a year for year interchange of indicated education and experience equal to the minimum qualifications.

Licensing

Valid State of Georgia Driver's License or proof of mobility equivalent may be requested. Valid State of Georgia Commercial Driver's License (CDL) (as required by position assignment).

JOB SUMMARY; DISTINGUISHING CHARACTERISTICS; ESSENTIAL DUTIES; KNOWLEDGE AND SKILLS

Incumbent in this class performs operational duties relating to overseeing grounds and parks maintenance activities for Fulton County properties and/or facilities. Responsibilities include performing routine inspections, assisting in developing work schedules, and supervising assigned staff.

This is the third level within a four-level grounds and parks maintenance classification series. Grounds and Parks Maintenance Foreman is distinguished from Grounds and Parks Maintenance Supervisor in that the former supervises and trains assigned staff but does not prepare activity reports or provide assistance in developing assigned area budget, whereas the latter prepares reports and assists in developing assigned area budget in addition to supervising assigned staff.

Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, and administering disciplinary action as required. Inventories equipment and tools to ensure supply levels are adequate. Determines equipment and tools needed and estimates the cost of assigned projects. Assists in developing work schedules for assigned employees. Performs routine inspections to ensure staff adherence to established safety requirements.

Trains assigned staff in the proper methods and procedures utilized in grounds and parks maintenance. Oversees various grounds and parks maintenance projects. Orders materials, equipment, and tools for assigned projects.

Principles and practices of supervision;
Practices and procedures related to grounds maintenance;
Methods, tools, and equipment used to perform grounds maintenance;
Methods used to conduct and maintain supply/equipment inventory;
Principles and practices of basic procurement;
Occupational hazards and safety precautions related to grounds maintenance;
Soil conditions, fertilizers, pesticides, and herbicides used in landscaping and planting;
Flowers, plants, grasses, shrubs, and soil capabilities.

Supervising assigned staff;
Organizing and prioritizing work;
Conducting inventory and ordering materials and supplies;
Applying proper lifting techniques;
Estimating labor time and materials for grounds maintenance projects;
Operating manual and mechanical maintenance tools;
Mixing and handling pesticides, herbicides, and other hazardous materials;
Operating commercial lawn mowing and heavy equipment;
Establishing and maintaining effective working relationships with other County personnel, officials, and the general public;
Communication and interpersonal techniques as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.
