ROLEPURPOSE:
The MEAL Officer is primarily responsible for Monitoring, Accountability (in collaboration with the Accountability team), and Learning systems for a sector’s programmes and projects. With the support of the MEAL Technical Advisor, MEAL Coordinator, and relevant PDQ/Programmes staff, he/she will play a key role in rolling out quality assurance systems (e.g., data quality assessments, quality benchmarks).
The MEAL Officer will also support data cleaning, consolidation, and analysis of data collected within the sector’s programmes and projects. He/she will contribute to the development of XLS forms, surveys, and data collection tools for MEAL-related activities and needs within the sector.
Furthermore, the MEAL Officer will work with both the MEAL consolidation and Accountability teams to strengthen monitoring, accountability, and evaluation systems. He/she will also help build the capacity of staff and partners to ensure SCI programmes are implemented with high quality and accountability to both beneficiaries and donors.
Additionally, the MEAL Officer is expected to contribute to MEAL system design and implementation, evaluations, budgeting for MEAL activities, and recruitment processes.

KEY AREAS OFACCOUNTABILITIES :
Developing/strengthening Monitoring, Evaluation, Accountability & Learning (MEAL) system:
- Undertake responsibility for the roll-out of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in SCI’s programmes: monitoring progress against targets through the Indicator Performance Tracking Tool (IPTT), Output Trackers and working alongside PDQ for monitoring MEAL/Field visit, Quality Benchmark and IPTT action plans.
- Ensure that area operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas.
- Develop database to capture and facilitate data demand from sector by project, location and total reach
Collaboration with the MIS Officer, XLS forms on data collection tools. - Engage in the process of developing database or information management systems with the Sr. MIS Officer and programme team.
- Document all MEAL-files, including the MEAL Plan, MEAL Package, MoVs, etc., for all projects on SharePoint.
- Lead in maintaining, updating and cleaning key MEAL databases. Ensure data quality across sector database handled by MEAL and support sector unit on DQA.
- Managing and monitoring project data for Health and Nutrition on IMPACT/Comm Care, including routine follow-up for completeness and consistency.
- Lead in sector’s monitoring systems, including tools, formats, and record keeping systems of the sector’s projects, in collaboration with the MEAL and the programme team.
- Lead in consolidating sector’s outputs (IPTT) from different grants and area/camp wise for the output tracker/total reach with reviewed all the relevant MOVs, MEAL update.
- Provide support to the project management in developing reports (through data collected and analysed) and facilitating timely implementation of project interventions.
- Work alongside the Accountability team to set up solid feedback and participation mechanisms at community level ensuring transparent and accountable programming.
- Collaborate with Accountability and Programme team, to conduct focus group discussions, post distribution monitoring, child participatory activities to gather affected community’s satisfaction.
