The Ministry of Social Development (MoSD) is implementing its Sector Strategy 2025–2027 alongside the Shock-Responsive Social Protection (SRSP) Protocol, with the objective of strengthening the effectiveness, sustainability, and responsiveness of the social protection system in the West Bank and Gaza. Achieving these objectives requires a more systematic approach to mobilizing financial resources that are aligned with national priorities and institutional capacities.

Within the framework of the Joint SDG Fund programme, WFP is supporting MoSD along other partners with an output on strengthening sustainable financing and institutional arrangements for the social protection sector. As part of this output, there is a need to support MoSD in clarifying how fundraising for the sector can be approached in a more structured, evidence-based, and proactive manner, moving beyond ad-hoc or opportunity-driven efforts.

Recent consultations highlighted the need for visibility over the full financing landscape and a consolidated plan that links institutional priorities with potential funding sources. The purpose of this assignment is to support MoSD in developing a clear, practical, and realistic fundraising plan that strengthens sustainable financing for the social protection sector, in line with the MoSD Sector Strategy 2025–2027 and the SRSP Protocol.

The fundraising plan will serve as the main planning and reference tool to help MoSD articulate its funding needs, identify appropriate sources of support, and approach resource mobilization in a more structured and forward-looking manner.

For decades, Palestine has been facing a protracted and complex protection and humanitarian crisis. The humanitarian situation worsened alarmingly after an upsurge in violence from October 2023.
