Overview

UNRWA, a United Nations agency dedicated to assisting Palestinian refugees, seeks a remote consultant to develop and maintain a secure, user‑friendly web‑based platform. The contract length is three months from the start date, with the possibility of extension based on funding availability and satisfactory performance.

Responsibilities
  • Design, develop, and maintain responsive web interfaces using HTML, CSS, and JavaScript.
  • Build and maintain server‑side application logic and web functionality using C# and ASP.NETCore.
  • Develop and integrate REST APIs to support communication between front‑end interfaces, back‑end services, forms, and databases.
  • Implement, store, retrieve, display, and manage research‑related and archival data using SQLServer or AzureSQL databases.
  • Connect front‑end components to back‑end services, ensuring reliable, secure, and efficient data exchange across the application.
  • Support deployment, hosting, and maintenance of the application environment on Microsoft Azure.
  • Manage source code, version control, and deployment workflows using Git, Azure Dev Ops , or Git Hub.
  • Ensure the platform is responsive, accessible, scalable, and aligned with project requirements and established technical standards.
  • Support troubleshooting, testing, debugging, and performance optimization of the application and related services.
  • Contribute to technical documentation, workflow refinement, and coordination with project stakeholders to support ongoing platform enhancement and sustainability.
  • Support future integration of digital archive functionalities and research resources into the platform as project activities expand.
Deliverables
  • Functional and responsive RSSD web platform deployed and operational.
  • Research Review Board application and submission functionalities integrated into the platform.
  • Back‑end services and APIs developed and connected to front‑end interfaces and databases.
  • Database integration and data retrieval functionalities implemented using SQLServer or AzureSQL.
  • Fully functional production environment deployed on Microsoft Azure.
  • Source code repositories and version control workflows established and maintained using Git‑based tools.
  • Technical documentation covering deployment, maintenance, and system functionality submitted to RSSD.
  • Tested and optimized platform meeting agreed functionality and usability requirements.
  • Support provided for future integration of archive‑related functionalities and research resources.

Independence of Work

The incumbent applies professional knowledge, technical expertise, and prior experience to design, develop, and maintain the RSSD research platform independently, with routine technical decisions taken without higher‑level oversight. Major activities and deliverables are undertaken under overall supervision of the Senior Research and Partnership Officer in RSSD.

Qualifications

Education:

Master’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, Web Development, or a related field.

Experience:

At least two years of progressively responsible experience in web application development, software development, or related technical work.

Technical Skills (mandatory):

  • Front‑end development: HTML, CSS, JavaScript.
  • Back‑end development: C#, ASP.NETCore, REST API development.
  • Database management: SQLServer or AzureSQL.
  • Cloud environment:
    Microsoft Azure hosting and application management.
  • Source control:
    Git, Azure Dev Ops , or Git Hub.

Desirable (optional)

  • Knowledge of Type Script, Azure Functions, Entity Framework, Azure Active Directory / EntraID.
  • Experience in enterprise or consulting environments using the Microsoft stack.
  • Familiarity with UN practices and contemporary issues in the Middle East.
