Job Description:

The Subcontracts Lead oversees the full lifecycle of subcontract management, spanning acquisition strategy development, solicitation, negotiation, award, cost and schedule oversight, subcontractor execution, and closeout. This role operates across a broad and dynamic portfolio supporting diverse customer segments, including U.S. Federal Government, Commercial, International Governments, and both domestic and international Defense customers. L3

Harris subcontracts encompass a wide range of technologies, products, and services - from development articles and production to technical and professional services, requiring a strategic and adaptable approach to contracting across a variety of subcontract types, including fixed-price, cost reimbursement, time and material, and labor hour arrangements, to effectively balance and mitigate risk for both L3

Harris and its customers. Day-to-day responsibilities are both broad and detail-oriented, requiring close collaboration across multiple functions. The Subcontracts Lead partners with internal stakeholders to develop acquisition strategies, define sourcing approaches, and craft Statements of Work, before leading the preparation and issuance of solicitations and Requests for Proposal. From there, the role drives source selection and leads negotiations covering price, schedule, technical requirements, and terms and conditions.

Once a subcontract is awarded, the Lead is responsible for establishing and maintaining compliant subcontract files, managing supplier cost and schedule performance, and working closely with engineering teams to ensure effective technical oversight of subcontractors. Additional administrative duties include change and risk management, government and customer property accountability, transportation and delivery coordination, and the processing of invoices, acceptance of deliverables, and payment administration.

Beyond day-to-day execution, the Subcontracts Lead plays a meaningful role in shaping the company's future business by supporting new pursuits and proposals. This includes initiating the subcontract process early in the business development cycle, negotiating non-disclosure and teaming agreements, and conducting thorough due diligence on prospective suppliers - evaluating supplier risk, financial stability, technical capability, and quality management systems. The role also supports government, customer, and internal audits as required.

Candidates must bring prior semiconductor industry experience to be considered for this position.
