Job Description
The Intelligence and Cyber group are seeking a Senior Manager, Contracts to lead a team and spearhead our contractual strategies with precision and expertise. As an experienced leader, you’ll lead a dedicated group of professionals in managing all aspects of contract negotiations, execution, and ensuring the seamless flow of agreements critical to our organization’s success. Your business acumen, strategic focus and keen eye for detail will drive our contractual processes forward, fostering strong relationships with customers and other stakeholders, while mitigating risks and optimizing opportunities.
EssentialFunctions
- Senior Manager, Contracts over a team within the Intelligence and Cyber Sector.
- Provide expert contractual direction and guidance for all phases of the business cycle (pre-proposal, proposal, negotiation, and post-award).
- Provide evaluation, solution based business and contractual guidance, and risk mitigation strategies for contractual and business obligations, opportunities, rights, and remedies.
- Establish and drive implementation of contract policies, processes, and procedures to ensure achievement of segment and corporate goals.
- Provide leadership, oversight, direction, and guidance of compliance awareness with contract and regulatory requirements as well as L3
Harris policies and procedures. - Review proposals to ensure they meet company policy and customer solicitation requirements; determine the applicability of government/international laws and regulations.
- Utilize risk management methodologies to assess and minimize risk to the company.
- Lead team in negotiation preparation and negotiation execution to ensure L3
Harris enters strong deals. - Work closely with government contacts and multi-function corporate representatives i.e., program management, engineering, finance, legal, trade compliance, etc.
- Participate in initiatives; promote continuous improvement while advancing the contracts function.
- Bachelor’s Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Active Top Secret security clearance with CI polygraph.
- Experience with managing IDIQ’s, CPAF, CPFF and FFP contracts
- Expert knowledge of FAR/DFARS regulations, licensing, ITAR/EAR, and CAS.
- Prior experience in leading and mentoring a team of contract professionals to achieve departmental and business goals and objectives.
- Ability to develop and implement strategic initiatives to optimize contract processes, improve efficiency, and drive business outcomes.
- Basic understanding of EVMS
- NCMA professional certifications (CPCM, CFCM, etc.)
- Experience with commercial contracting/subcontracting, preferable ability to manage services-based contracts/subcontracts.
