  • Subject matter expert with in‑depth knowledge of project management, capable of leading all aspects of the Supply Chain acquisition process from proposal stage through program award and execution.
  • Analysis of markets and strategic sourcing to align with business goals.

    Harris and Customer objectives are achieved, including on‑time delivery, exceptional quality, and affordability; monitors and assesses project issues, developing mechanisms and resolutions to meet goals.
  • Determines feasibility of materials, components, specifications, or requirements and supports product development activities, including proposal support and engineering change impacts on supply chain.
  • Strong understanding of baseline‑centric execution and change management; reviews project status, budgets, forecasts, EVMS, and prepares status reports.
  • Develop, maintain, and manage strategic relationships with suppliers to achieve program, customer, and corporate goals for sales, orders, and profit.
  • Manage cross‑functional relationships to integrate the supply chain team into program development and execution.
  • Lead, motivate, and develop a diverse team of Supply Chain Professionals at varying levels of experience.
  • Drive supply chain transformation and improvement projects; possess functional and operational experience in Supply Chain Management and Operations to define business requirements and use hands‑on, cross‑functional approaches to identify pain points and drive improvements.
  • Responsible for staffing, recruiting, training, talent development, engagement, and retention of employees.
  • Negotiate and draft contract vehicles including subcontracts, letter subcontracts, teaming agreements, nondisclosure agreements, and sole‑source agreements.
  • Establish and manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program; analyze supplier capacity and capabilities to ensure part supply and inventory optimization.
  • Apply ingenuity and innovation to develop and implement solutions to complex problems, identifying areas for supplier performance improvement and cost reduction.
  • Initiate corrective action measures when necessary.
  • Provide timely and accurate supply chain status to various levels of L3

    Harris management and external customers.
Essential Functions
  • Motivated self‑starter well versed in the overall supply chain process flow and managing Business Unit performance in technical scope, schedule, and cost.
  • Manage complex subcontracts, including hardware, software, complex services subcontracts, and follow‑on/production subcontracts.
  • Communicate effectively with a wide array of professional levels and functions.
  • Lead, direct, and review the work of direct reports to maintain workflow and productivity and ensure weekly objectives are achieved.
  • Act as an effective leader while maintaining a team mentality in a fast‑paced, changing environment.
  • Provide input on talent and performance management decisions for the team.
  • Manage department and program budgets and support explanation of variances in monthly performance.
  • Navigate FAR/DFARS regulations and internal procedures for compliance.
  • Support Small Business initiatives.
  • Generate spending plans, payment forecasts, and variance reports.
  • Follow strategic direction set by program and functional leadership.
  • Travel to site as required.
Qualifications
  • Bachelor's degree with a minimum of 12 years of prior related experience, OR graduate degree with a minimum of 10 years of prior related experience. In lieu of a degree, a minimum of 16 years of prior related experience.
  • Ability to obtain U.S. Government security clearance.

  • Experience with contract types: FFP, FPIF, T&M, labor hour, cost‑plus (with fixed‑fee, incentive fee, or award fee).
