Graduation from high school plus six (6) years of experience in water treatment plant operations. An associate degree or coursework in water technology, environmental science, or a related field is preferred. Three (3) years of supervisory experience required. Must possess a valid Florida Driver’s License and maintain an acceptable, safe driving record.
Special RequirementsPossess and maintain a Class A Water Treatment Plant Operator license from the State of Florida Department of Environmental Protection. Out‑of‑state candidates applying for reciprocity of the required license may be considered for this position.
Essential employees may be required to work during an undeclared or declared emergency. On an incident‑by‑incident basis, the employee’s Department Head will determine who must work.
Under limited supervision, performs responsible administrative, supervisory, and technical work directing the operations of the water treatment systems for the City. Work involves planning and supervising the safe and efficient operation and maintenance of the water treatment systems and plant facilities, and directing a potable water sampling and analysis program. The employee also supervises a large staff engaged in various aspects of plant and equipment operation, maintenance, water sampling, and laboratory analysis.
Reports to the Assistant Utilities Director (Plants and Maintenance Operations).
Operates and maintains the City’s water treatment plant in accordance with policies, procedures, and regulations of the U.S. Environmental Protection Agency and the State of Florida Department of Environmental Regulation; develops and establishes operational policies and procedures to ensure compliance with laws and regulations.
Plans, assigns, directs and supervises, through direct or delegated supervision, the work of plant personnel engaged in the operation and maintenance of the water treatment plant and facilities; directs performance of required tests and analyses, and coordinates plant operations with the results of such tests; directs and is responsible for laboratory operations.
Administers or makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc., and submits such records and reports as required by Utilities management and performs evaluations of personnel.
Reviews or prepares plant operational reports and records, including state and federal reports, and submits to supervisor and regulatory agencies as required; confers with regulatory authorities and City and Brevard County officials, as necessary, to advise of plant operational changes and adjustments; maintains current operating permits and submits records and reports to regulatory authorities as required.
Supervises the routine maintenance and repair of equipment and machinery, and cleaning and maintenance of all plant facilities and properties.
Conducts simple and in‑depth research, as necessary, to determine ability to enhance procedural efficiency and associated cost estimates; prepares and presents oral and written reports to supervisor and other management personnel as requested or otherwise deemed appropriate.
Oversees administration of plant operating budgets, ensuring proper accounting and reporting of expenditures; compiles figures and prepares budget proposals.
May be assigned to shift work; may be required to work weekends and holidays; may be required to respond to after‑hour calls.
