Job DescriptionThis position will be responsible for coordinating surge support to Tier One Programs including direct support for tools implementations, major replans (OTB/OTS), formal internal reprogramming, baseline review support, and subject matter expertise for cost and schedule integration and earned value support. Duties include managing the development and maintenance of complex program schedules, resource loading, and earned value analysis. The individual will help develop formats, tools, and tracking/reporting methods to standardize program planning and scheduling processes across the enterprise.
The role also supports program teams in developing plans and integrating inputs from all programs, ensuring major projects and program schedules are aligned across functional groups such as finance, engineering, materials, manufacturing, and quality. Key responsibilities involve tracking plans and schedules, performing risk analysis, and resolving critical path and network logic conflicts, using techniques such as Gantt, critical path, driving path, variance metrics, milestone charts, and earned value management to identify performance variances and facilitate focus and intervention.
The position ensures compliance with internal program procedures and project control system guidelines per DECM metrics and may lead or participate in scheduling status reviews.
- Provide guidance, coaching, and training to planning/scheduling employees.
- Develop integrated master schedules using IMP, SOW, and WBS.
- Create and track plans and schedules, perform risk analysis, and resolve critical path and network logic conflicts.
- Manage complex projects or processes with general oversight.
- Communicate within and outside the function to gain cooperation on operational processes, practices, and procedures.
- Recommend substantial improvements to systems and processes.
- Contribute to achievement of departmental goals and operating plans with direct impact on departmental results.
- Perform regular analysis of program schedules to evaluate program and enterprise-wide resource needs, including metrics on schedule status, critical path analysis, schedule variance analysis, network logic validation, and program baseline maintenance supporting earned value management performance metrics.
- Utilize Gantt, PERT, milestone charts, earned value management, and other project management techniques to gauge progress and identify performance variances for intervention.
- Prepare, develop, and coordinate integrated master plans and integrated master schedules (IMP/IMS) using MS Project, Excel, and PowerPoint.
- Ensure projects and program schedules and plans are integrated across company functional groups.
- Ensure compliance with internal program procedures and project control system guidelines.
- Drive significant improvements of processes, systems, solutions, or products to enhance performance in the job area.
- Provide measurable input on new products, processes, or standards in operational plans that impact overall functional results.
- Communicate with external parties when necessary, including customers and vendors.
- Explain, interpret, and gain cooperation on policies, procedures, and practices.
- Contribute to development of departmental goals, planning efforts, budgets, and operational plans.
- Establish short-term operational plans with measurable contributions to functional results.
- Investigate root causes of problems across the function or business area.

- Bachelor’s Degree and a minimum of 9 years of prior relevant experience; or Graduate Degree and a minimum of 7 years of prior related experience; or, in lieu of a degree, a minimum of 13 years of prior related experience.
