Position: Utilities Technician I, II, III, IV

Sign‑On Bonus

  • Level 1 – up to $4,000
  • Level 2 – up to $3,000
  • Level 3 – up to $2,000
Qualifications
  • High School Diploma, GED, or equivalent.
  • Coursework in water and/or wastewater technologies preferred.
  • Some experience in general construction or other manual labor‑intensive experience preferred.
  • Valid Florida Driver’s License with an acceptable driving record.
  • Ability to use hand tools, read simple blueprints and schematics, and use technology such as tablets and desktop computers.
  • Florida Class A Commercial Driver’s License with tank endorsement preferred.
  • Hands‑on experience with water distribution or wastewater collection systems, pipe fitting, irrigation installation, pumps and motors, and operating and maintaining light and heavy equipment preferred.
Special Requirements
  • Complete Trenching and Shoring and Confine Space entry courses within one (1) year of hire.
  • When assigned to Water Distribution: obtain a Florida Department of Environmental Protection (FDEP) Water Distribution System Operators Class III License within two (2) years of hire.
  • When assigned to Wastewater Collections: obtain a Florida Water & Pollution Control Operators Association (FWPCOA) Wastewater Collection System Operator Technician Level III Certification within two (2) years of hire (or the CSUS 90‑hour course is accepted).

Licenses and certifications must be kept current while employed in this classification.

Essential Job Functions
  • Locate, repair, install, and maintain water and sewer mains, service lines, and utility‑related appurtenances such as fire hydrants, water meters, valves, pumps, air release/vacuum valves, lift stations, wells, and sanitary sewer manholes.
  • Prepare work areas and secure job sites by setting up cones, barricades, and other traffic control devices.
  • Restore utility easements and public right‑of‑way, including cleaning, repairing, and replacing sidewalks, curbs, driveways, and landscaping.
  • Issue public notices such as precautionary boil water, smoke testing, and planned service interruption door hangers.
  • Perform preventative maintenance on equipment and tools and operate equipment as assigned by the foreman.
  • Collect water and/or wastewater samples for analysis when directed.
  • Maintain logs and records of maintenance, repair work, supplies, and materials requisitioned and consumed.
  • Perform data entry to input information into the computer network system, check inboxes, and generate reports or work orders as assigned.
  • Track and report various metrics on a monthly or as‑needed basis to the supervisor or designee.
  • Access computer systems for customer information, utility line locates, inspections, and permits.
  • Comply with the Utilities Department Health and Safety Program and report deficiencies promptly.
  • Participate in rotational on‑call duties to respond to emergencies after normal working hours and on weekends.
  • Potentially perform shift work, work weekends and holidays, and respond to emergency situations as required.

Under general supervision and working in teams, employees may perform work installing, repairing and replacing water and sewer lines and associated fixtures and appurtenances. This includes installing mains, valves, hydrants, manholes, air release valves and meters; and maintaining and repairing such fixtures. Employees are also responsible for inspecting water and sewer lines, searching for leaks, measuring flow, and locating lines and fixtures for contractors and other city departments.

Tact and courtesy are required when dealing with citizens and employees.
