Job Title
Under general direction, the purpose of the position is to administer, interpret and implement land use regulations, codes and ordinances for the planning and development of the City. Employees in this classification perform at an entry professional level and are responsible for conducting studies and collecting and analyzing data for application to the City's comprehensive plan. Objective is to preserve and enhance the City's natural and structural aesthetic land use and development through practical application of the City's Land Development Code and all established zoning and code regulations.
Planner may be assigned to focus either on long range or current planning or may be assigned to function in both divisions.

Assists in the development, writing, implementation, and periodic update of environmental, conservation, and natural resource protection chapters of the City's Land Development Code, Comprehensive Plan, and related planning documents.
Reviews, analyzes, and evaluates land use, zoning, transportation, and development proposals to ensure compliance with environmental regulations, natural resource protection standards, and applicable federal, state, and local laws.
Coordinates environmental review activities and provides recommendations regarding development projects with citizens, developers, environmental agencies, planning personnel, advisory boards, City Council, and other City departments.
Assists citizens, applicants, and stakeholders with the interpretation and application of environmental policies, land development regulations, permitting requirements, and planning processes.
Provides professional environmental planning assistance to attorneys, contractors, developers, engineers, architects, environmental consultants, realtors, and property owners regarding environmental compliance, natural resource protection, and development practices.
Conducts research and provides technical guidance on environmental regulations, natural resource management, stormwater management, habitat conservation, land use planning, and development approval processes.
Researches, analyzes, and develops recommendations related to environmental planning initiatives, environmental ordinances, and amendments to land development and subdivision regulations.
Assists in the development and implementation of short- and long-range environmental planning projects, conservation strategies, and future growth management policies.
Evaluates potential environmental impacts associated with proposed developments and capital improvement projects and recommends appropriate mitigation measures and best management practices.
Collects, analyzes, and maintains environmental, demographic, land use, and geographic information system (GIS) data to support planning studies, reports, and policy development.
Prepares technical reports, staff recommendations, environmental assessments, presentations, and public outreach materials related to environmental planning initiatives.
Performs administrative duties related to environmental planning activities, including data analysis, records management, report preparation, grant support, and project tracking.

Minimum Training, Experience, Licenses, or CertificationsBachelor's Degree in Planning or Environmental related field; supplemented by two (2) years professional planning experience in local government or similar agency; or an equivalent combination of education, training, and experience; preferred but not required. Must possess a valid State of Florida driver's license. Preference to have a valid Gopher Tortoise Authorized Agent Certification.
