The on-site Site Safety and Health Officer (SSHO) is responsible for the safe execution of all on‑site construction activities on a large building renovation project in Petersburg, AK. The SSHO enforces safety requirements for all on‑site personnel and visitors, and works with program and project staff to develop and implement site‑specific Accident Prevention Plans (APPs) and Environmental Protection Plans (EPP).
Essential Duties and Responsibilities- Implements the company’s health and safety program.
- Conducts or participates in training, safety meetings, and inspections.
- Supervises safety of all field activities, in‑house and subcontract trades, and coordinates site logistics.
- Implements site safety and emergency plans.
- Observes and assists in ensuring subcontractor compliance.
- Coordinates with subcontractors in timely development of activity hazard analysis (AHA) and control measures.
- Performs daily safety inspections and reports findings.
- Prepares daily reports, job diaries, narratives, and other documentation as required.
- Communicates and supports a proactive culture of Safety.
- Assess work activities to ensure they are performed safely and in accordance with corporate, federal, and state requirements, project scopes/specifications, and APP/AHAs.
- Enforces all regulatory, base, and company safety rules.
- Ensures equipment and other project resources meet APP safety requirements and are adequate for their intended function.
- Provides day‑to‑day technical oversight of on‑site project activities.
- Has authority to stop work for conditions adverse to quality or safety.
- Other duties, responsibilities, and qualifications may be required and/or assigned as necessary.
Education and Experience
- High School Diploma or GED.
- Minimum of 3–5 years of recent experience as SSHO on federal construction renovation projects with multiple trades.
- Thorough knowledge of EM 385‑1‑1.
- Competent person in hazard identification, safety compliance, and sustainability.
- Familiar with the requirements of 29 CFR 1910 and 29 CFR 1926.
- Working knowledge of Adobe, Microsoft Excel, Outlook, and Word.
- Strong interpersonal skills and high‑level proficiency in written and verbal communication with stakeholders.
- Self‑starter, well organized, and can work independently with minimal direction.
- Flexible and able to adapt to constant change.
- Knowledge of acceptable construction site practices, including occupational safety and health regulations.
- Ability to understand and implement applicable local, state, and federal codes and regulations.
- 30‑ and 10‑hour Construction Safety and 8‑hour OSHA Supervisor training and certificates.
- CPR – First Aid certification.
- Ability to obtain and hold a general clearance for access to military installations.
- Valid Driver’s License compliant with REAL .
- Successful completion of pre‑employment background check and drug screening.
- Previous asbestos abatement experience.
Must be able to stand and walk for prolonged periods. The position also includes prolonged periods of sitting for administrative duties.
Working EnvironmentThe position will require work indoors and outdoors in various weather conditions. Hazards may include heavy equipment, noise, chemicals, cleaning products, asbestos, lead‑based paint, contaminated soils, and road traffic. Work is performed at a remote location in Petersburg, AK, throughout the project duration.
