Overview

We are searching for an experienced Human Resources Generalist at our Palmer HQ facility.

Major Areas of Responsibility
  • Benefit Administration
    • Completes all health and welfare paperwork for newly hired employees into the Association’s health and welfare plan and adjoining programs.
    • Advises employees on benefits available to them, including medical, dental, disability, life insurance, defined contribution, and health and safety.
    • General administration for the health and welfare benefit record keeping systems, including computer system and benefit file maintenance.
    • Computes monthly insurance premiums and related payments. Prepares payment statements and other reports to benefits providers. Reconciles employee premiums to monthly billing statements. Monitors insurance reports to verify accuracy.
    • Administers the MTA FMLA, short term, long term, disability, AD&D and life insurance programs, under the oversight of the Benefits Specialist.
  • HRIS Development and Enhancement
    • Supports the development, enhancement and implementation of HR information systems and other business system applications, as required to achieve ongoing operations and objectives.
    • Advises management on HR system applications including current usage, future functionality, setup design and maintenance. May participate in public user groups regarding such matters.
    • Coordinates with external and internal entities on matters that affect automated HR business system applications, data security, databases, report writing and related processes.
    • Instructs applicable personnel on effective use of HR business system applications and documents processes.
  • Employment and Recruitment
    • Performs employment and recruitment efforts to include internal and external advertising of position vacancies and/or notification to IBEW Union Hall; prescreening resumes, administering employment testing, coordinating interviews, obtaining necessary approvals for applicant selection; ensuring consistency and conformity with established procedures; and verifying background information, educational requirements, and references.
    • Promotes recruitment efforts by representing MTA at community events (i.e., Job Fairs, Career Day). Interacts with community groups and outside agencies to advise possible applicants on employment opportunities within MTA.
    • Prepares offers of employment for prospective employees in accordance with company standards.
    • Coordinates and presents all new hire employee orientations and conducts exit interviews and layoff clearings.
  • Employee Relations and Communication
    • Participates in conducting employee orientation to include anti-harassment, benefits, and other human resource topics.
    • Responds to employment questions and handles complaints tactfully.
    • May serve as a departmental employee relations liaison.
    • Participates in the coordination, administration, and application of the Association’s Wellness Program initiatives.
    • Assists with corporate communication as it relates to the HR department’s ongoing operations and objectives.
  • Compensation Administration
    • Notifies supervisors and managers on a monthly basis as to which of their employees are scheduled for a performance review.
    • Updates the HR information system when performance appraisals are complete.
    • Provides advice and guidance to supervisors and managers about the compensation policy.
    • Ensures proper authorization before processing salary increase, performance rating and other personnel forms. Responsible for tracking and routing of HR correspondence, to include performance evaluations, billings, grievances, complaints, etc.
Required Qualifications

Education

  • Bachelor’s degree in human resources or a related field preferred.

Substitution

  • High school diploma, GED, or equivalent and any combination of post-secondary education or progressively responsible experience in human resources or a related field may substitute for the Bachelor’s degree on a year-for-year basis. Post graduate education in the field or a related field may substitute for the required non-specialized experience on a year-for-year basis.
