Position: Parks, Recreation and Library Services Division Manager (RFT-Exempt)

Overview

This position is responsible for managing parks, trails, campgrounds, pools, indoor ice arenas, outdoor ice rinks and library services operations for the Borough, and providing oversight, direction, and mentoring to division staff. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values:

This is a non-bargaining unit management position. The salary range is listed above, depending on experience.

Qualifications

Baccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.

Ten (10) years of progressively responsible experience in the development, operation or management of programs within the occupational field, sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, including five years of supervisory experience and five years of management experience.
Relevant skills include proven leadership and management experience, developing and implementing policies, and ensuring compliance. Experience in managing budgets, coordinating cross-departmental activities, and using data-driven approaches to track performance and improve efficiency will also be valuable. Skills in successful partner relations, grant making and management, and effective team development are required.

Possession of or ability to readily obtain within six (6) months of hire, a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.

Must successfully pass a pre-employment drug screen and background check.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire, ICS 300 within nine (9) months of hire, and ICS 200 and IS 800 within one (1) year of hire.

Responsibilities
  • Provides leadership and management oversight of all operations in the division.
  • Manages and oversees the Borough's parks, recreation and library services, programs and facilities.
  • Confers with site supervisors and staff on matters related to program and work activities; reviews staffing, supply and equipment, program, and capital improvement requests; participates in the development of short- and long-range goals and objectives for programs and facilities; reviews reports and budget estimates submitted by staff.
  • Develops general and specific division policies and procures in consultation with staff; ensures policies and procedures conform to Borough policies and goals.
  • Coordinates division programs and activities with staff, other governmental agencies, private organizations and the public; attends meetings to obtain information or to present the Borough's position regarding issues or programs.
  • Assists in the development and administration of contracts and grants for library and indoor/outdoor recreation programs and projects.
  • Oversees and participates in the development of a comprehensive public relations, community awareness, and promotional program for all Borough library and indoor/outdoor recreation programs, activities and facilities.
  • Hires, trains, schedules, assigns, directs, supervises, evaluates and disciplines personnel.
  • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to: proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use and maintenance of personal protective equipment;
    Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
  • Develops preliminary budgets in collaboration with site supervisors for the Director’s review and presentation to Administration.
  • Provides staff support to Advisory Boards for the Division, including communications with board members and assisting the Chair with drafting agendas, meeting packets, minutes, and general administrative support.
  • Performs the duties of the director in his/her absence as assigned.
  • Performs related duties.
