Overview
The Captain is responsible to the Water Rescue Chief and Deputy Chief for supervision of Water Rescue Team Personnel, Operations, Training and upkeep of all Mat‑Su Borough Dive Rescue equipment. The Water Rescue Team Captain will be expected to participate in Water Rescue Team activites, training, organization, management and coordination of all team functions.
Minimum QualificationsMust be a current and active member of MSB water rescue team. D3
Two (2) years experience in Mat‑Su Water Rescue Team operations to include specific experience in dive rescue, swift water rescue, ice rescue, mud rescue, and basic rope rescue, training, supply, maintenance, repair and inventory. One (1) year of supervisory experience. Must currently be an active member of the Mat‑Su Borough Water Rescue Team.
Blood Borne Pathogens and HIPAA training are required prior to initial assignment or within 10 days of hire, whichever comes first.
Hazardous Communication training is required at the time of initial assignment.
Hazardous Materials courses required before you can respond to a call.
Current First‑Aid and CPR certifications.
Completion of Incident Command System (ICS) courses, ICA 100 and IS 700 within ninety (90) days of hire, ICA 300 and ICA 400 within nine (9) months of hire, and ICA 200 and IS 800 within one (1) year of hire.
Valid Alaska driver’s license required with an acceptable driving record and criminal history.
Must successfully pass a pre‑employment drug screen, background check and physical.
Desired QualificationsCurrent Certification as a Public Safety Diver with a recognized dive organization (i.e., PADI, NAUI, Dive Rescue International).
ResponsibilitiesEnsures that the Water Rescue Team members are adequately trained and equipped to perform both training and rescue response.
Maintain personnel training levels, equipment preparedness, and inventory of all Water Rescue equipment. Requests timely repair of essential equipment, documentation of maintenance and distribution of all required records related to Water Rescue equipment training and equipment.
Ensures that all Water Rescue vehicles and specialized equipment are safe and in compliance with Borough, State or Federal standards.
Assists with the development and maintenance of standardized training and equipment.
Assists with the research and ordering of new equipment and supplies, and running routine physical inventory procedures; tracks accountability for Borough owned water rescue equipment; maintains compliance with Borough inventory accounting system that includes initial supply ordering procedures, inventory maintenance and stocking procedures, and the documentation, maintenance and distribution of all required records.
Compiles information from Water Rescue Team members to evaluate training, equipment function and determine possible need for update, repair or maintenance of these items.
Assists the Water Rescue Chief and Deputy Chief with the development of the Water Rescue budget, including the capital improvements operational budget.
Oversees the issue and collection of Water Rescue equipment and supplies; prepares new inventory for issuance, ensures on‑site maintenance and repair in compliance with Borough standards, tracks inventory maintained or repaired by outside vendors.
