The Senior Manager, Eligibility provides strategic leadership and management for critical Financial Assistance programs, ensuring Alaska Native and American Indian participants receive comprehensive support services. This position administers and directly oversees the Child Care Program, Eligibility Services, Training & Compliance, and Heating Assistance programs. Working in partnership with our people, the Senior Manager develops opportunities that fulfill our endless potential by ensuring program compliance, fiscal accountability, and effective service delivery.

The role requires strong leadership abilities to guide teams in delivering culturally responsive services that align with CITC's mission and values.

Hire, supervise, evaluate, and train assigned staff to ensure high-performance teams that deliver quality services.

Provide direct oversight for program data management including Common Application, Financial Assistance for Families, General Assistance, Supportive Services, Tribal Heating Assistance, Child Care Assistance, PL 102-477 Program Goals and Terminations, and Emergency Short Term Assistance.

Collaborate with the Director and management team to ensure effective communication, accountability, and cohesive departmental operations.

Ensure all supervised programs meet state, federal, and granting agency goals, objectives, policies, and regulations through continuous monitoring and improvement.

Manage program budgets, track expenditures, and ensure fiscal accountability for all benefit and supportive service distributions.

Update program policies and procedures regularly, create new protocols as needed, and assist Director with PL 102-477 plan updates.

Oversee all Grievance and Appeal processes to ensure proper procedures are followed and completed timely.

Collect quarterly statistics and narratives for all supervised programs, ensuring tracking procedures align with data requirements and grant specifications.

Prepare and submit internal and external program reports within established deadlines and ensure audit readiness.

Partner with Case Management and Alaska's People Teams to coordinate delivery of Family Cash Assistance, General Assistance, and Employment Services.

Represent CITC's mission while collaborating and communicating with partner agencies at state and national levels.

Maintain proficiency in State Eligibility Information System (EIS) and FA program databases to support operational excellence.

Lead CARF compliance efforts and work with FA team to ensure continued accreditation and recertification.

Provide department oversight in Director's absence and escalat policy issues as appropriate.

Perform all related duties as needed and assigned.
