Description

This position is responsible for overseeing the construction, maintenance, repair and operations of City stormwater infrastructure; in addition to other assigned Public Works stormwater related functions as needed. Performs supervises tasks for the Stormwater crew(s). The Supervisor acts as coach and mentor to train employees in learning new skills and understanding the work performed.

Examples of Duties
  • Supervises crews and participates in the inspection, maintenance, repair and construction of City stormwater infrastructure including, but not limited to:
    • Swales, ditches, canals, creeks, and other drainage ways
    • Curb and gutters, concrete lined ditches, riprap, headwalls and mitered end sections
    • Curb, gutter, and ditch bottom inlets, manholes, and other drainage structures
    • Concrete, HDPE, CMP, and other pipe
    • Dry and Wet Detention and Retention Ponds
    • Trench drains, under drains, French drains and exfiltration/infiltration trenches
    • Interceptors, filtration and other various BMP devices
  • Identifies materials, equipment, PPE and labor needed to complete projects.
  • Performs limited surveying and layout work to establish lines, grades, and dimensions.
  • Directs and performs general carpentry work for various structures and concrete form work.
  • Operates light and heavy construction equipment.
  • Identifies maintenance issues and recommends repairs for stormwater infrastructure projects.
  • Sets up and operates pumps, compressors, generators, concrete mixers, etc.
  • Participates in routine maintenance of all City outfalls and directs compliance with regulatory requirements.
  • Ensures infrastructure is in working order by regularly inspecting stormwater stations and drains around the city and organizes follow up action to avoid flooding problems and improper water flow.
  • Directs and performs asphalt and concrete repairs and patch work in the public right-of-way.
  • Assists with creating job site layout and directing the staging of materials.
  • Supervises crews and ensures accuracy in daily work logs and inspection reports. Utilizes See Click Fix for requests, work orders, and inspection reporting.
  • Washes, fuels, performs light service repairs, lubricates, and makes minor inspections and corrections on vehicles and equipment, in a shop or in the field.
  • Supervises crews and participates in removing and clearing vegetation, including aquatic vegetation.
  • Supervises crews and participates in irrigation installation and repair.
  • Ensures job site safety, proper MOT and enforces safety practices by employees.
  • Trains employees on using tools, equipment, and applying the principles of stormwater management to construction.
  • Responds to citizens’ concerns.
  • Performs heavy manual labor, such as, digging, lifting, hauling, etc.
  • Carries oneself and operates in a safe and professional manner.
  • May work a varying schedule and/or shift.
  • May be required to work overtime.
  • Performs other duties and tasks as assigned.
Typical Qualifications

MINIMUM QUALIFICATIONS

  • High school/GED or vocational school.
  • Six (6) years of experience in stormwater maintenance and/or stormwater construction experience.
  • Five (5) years of experience in the operation of heavy equipment.
  • Previous experience performing heavy manual labor.
  • Possession of or the ability to obtain State of Florida driver’s license at the time of employment with an acceptable driving record for the City’s insurance program.
  • Possession or ability to obtain within one (1) year:
    • Maintenance of Traffic (MOT Intermediate) Training Certification from FDOT
    • Class A CDL
  • Possession of or the ability to progress towards Stormwater Certificate Course 1 (FDEP Class

    A) or equivalent within one (1) year of employment.
  • Applicants may be subject to performance or demonstration testing.
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be considered.
Knowledge Required By The Position
  • Knowledge of City and departmental safety policies and procedures.
  • Knowledge of the geography of the city, including street names and locations.
  • Knowledge of stormwater management principles and practices.
