Under the general guidance and leadership of the Director of Public Works, the Equipment Operator III – Asphalt/Grade is responsible for operating heavy and specialized paving equipment in the construction, grading, repair and maintenance of asphalt roadways, streets and related infrastructure. This position requires a high level of precision and coordination to ensure proper grading, compaction and surface finish of asphalt materials.
Work is performed in roadways, high-traffic areas and confined work zones requiring constant awareness of crew members, traffic and equipment. Maintenance of CDL credentials is critical at all times for this position.
This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).

- Operates asphalt paving equipment, including pavers, rollers (steel drum and pneumatic), skid steers, loaders, dump trucks and related machinery used in roadway resurfacing and repair.
- Assists with asphalt paving operations, including spreading, leveling and compacting asphalt to required thickness and grade specifications.
- Operates graders, backhoes and loaders to prepare road surfaces for paving, including base work, grading and milling preparation.
- Performs patching, pothole repair, resurfacing and roadway rehabilitation work.
- Ensures proper compaction and finish of asphalt surfaces to meet quality standards and prevent premature failure.
- Transports equipment and materials to and from the job site.
- Work closely with other team members to maintain efficient paving operations and meet project timelines.
- Act as a lead operator within asphalt paving crews.
- Performs daily safety inspections of equipment and conducts routine maintenance and minor repairs.
- Participate in manual labor, including raking, shoveling and asphalt placement.
- Works in active traffic zones and follows all Maintenance of Traffic (MOT) procedures.
- Set up and maintain safe work zones, including traffic control devices and flagging operations.
- Performs other duties as assigned.
- Thorough knowledge of asphalt paving techniques, materials, and compaction requirements.
- Knowledge of the operation, maintenance, and safety precautions of paving and heavy construction equipment.
- Knowledge of Maintenance of Traffic (MOT) and work zone safety procedures.
- Ability to operate heavy equipment with precision in confined or high-traffic areas.
- Ability to read grades, slopes and elevations for proper asphalt placement.
- Ability to perform manual labor in outdoor conditions, including heat, humidity, and inclement weather.
- Skill in identifying surface defects and making adjustments during paving operations.
- Ability to understand and follow oral and written instructions.
- Ability to work independently as well as part of a team.
- Ability and willingness to comply with all City safety policies and procedures.
- Ability to establish and maintain effective, cooperative and team-focused working relationships with team members, leadership, other departments, and the general public.
- Graduation from high school or possession of an acceptable equivalency diploma.
- Intermediate Maintenance of Traffic (MOT) certification or ability to obtain within six (6) months.
- Five (5) years of experience in the operation and maintenance of heavy equipment, preferably in asphalt paving, road construction, or roadway maintenance.
- CDL Class B License w/ air brakes endorsement.
A comparable amount of training or experience may be substituted for the minimum qualifications.
