Position: MANAGER with Security Clearance
Duties
* You will apply fiscal law to financial management activities in a Navy Working Capital Fund environment.
* You will coordinate work assignments for both the Funds Management and Corporate Budget branches
* You will oversee preparation of the station's budgets, ensuring they are complete, accurate and reflect the financial goals and objectives of the Command.
* You will oversee formulation of the Command's stabilized billing rates and analyze data to determine impact of changes to direct funded programs.
* You will prepare and analyze financial data and brief information to leadership for decision making.
* You will review and write updates to local financial instructions.
* You will formulate Department-level reimbursable authority and carryover plans and provide targets to senior leaders and managers to facilitate carryover execution.
* You will serve as the Comptroller Department Subject Matter Expert (SME) for the Division and act as the Comptroller liaison with internal and external customers regarding the Division's financial matters and capital investment program.
* You will provide financial management analysis and recommendations to enable the accomplishment of the Command's financial targets.
* You will manage the Division's Overhead Allocation to ensure proper execution of targets.
* You will lead and develop a team of financial management analysts.
* You will actively participate in internal and external working groups to ensure the adoption of the most efficient practices and procedures for our Division.
* You will support Financial Improvement and Audit Remediation (FIAR) by responding in a timely and accurate manner to all audit requests and requirements as well as proactively preparing the Division for financial and compliance audits. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

* You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
Applying a mastery of financial administration principles to provide financial management analysis to achieve organizational targets in a Navy Working Capital Fund environment. Examples of qualifying experience may include (1) a strong background in preparing and analyzing financial data and briefing this analysis to leadership for decisions; (2) formulating Department-level reimbursable authority and carryover plans; (3) developing metrics, process improvement plans, understanding and executing command strategy, and creating/understanding financial statements utilizing financial systems (Ex.

Navy ERP) and data analytics tools ( Ex. tableau/Power Bi etc.). Additional qualification information can be found from the following Office of Personnel Management website:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
