Minimum qualifications:

Six years professional experience in a closely-related financial or accounting related field is required. A Bachelor degree in a relevant field can substitute for four of the six years of required experience.

Preferred qualifications:

A Bachelor degree with a major in business, finance, accounting, or related field of study. Preference will be given to applicants with experience in finance, account management, and budget management.

The Florida Fish and Wildlife Conservation Commission’s (FWC) Division of Habitat and Species Conservation is comprised of six sections and two offices. This position is in the Wildlife and Habitat Management (WHM) Section.

Description of duties

Contracts/Agreements: the incumbent functions as a subject matter expert on business matters affecting the Commission’s Northwest Region Wildlife Management Area (WMA) system and supports WHM staff managing wildlife, habitat, and public use on these WMAs. This position drafts, develops and coordinates contracts and agreements pertaining to WMA lands including various contractual services. This position consults with the Commission's legal counsel regarding form and legality of proposed contracts and agreements and monitors compliance with existing contracts or other types of agreements regarding lands managed by the WHM Section.

This position coordinates with Finance and Budget Office staff on securing fund releases and other related matters. This position provides consulting support directly to regional administrative staff on these types of activities.

Purchasing: serves as a Contract Manager in the procurement of goods and services for WHM in the Northwest Region. Duties include developing formal solicitations for goods and services over $35,000; submitting requisitions, change orders, and invoices in My Florida Market Place ; monitoring vendor performance and addressing deficiencies or other concerns; serving as p-card advocate to aid regional Wildlife Management Area staff with p-card transactions;

serving as a “Super Buyer” for state purchasing card transactions up to $10,000 per transaction; and advising staff on state purchasing procedures, best practices, and legal requirements.

Budget: assists the Regional Wildlife Biologist with budget monitoring throughout the fiscal year, including creating regular budget reports in Excel with data queries of expenditures, encumbrances, and allotment balances.
