Enterprise Sustainment Management System; E-SMS Senior Program Manager

Air Force Civilian Service (AFCS) seeks a Permanent, Full‑Time Enterprise Sustainment Management System Senior Program Manager (GS‑14/15 Equivalency) at Air Force Materiel Command, Tyndall Air Force Base, FL.

Job ‑0343‑04. Salary range (2026): $107,446 – $164,301.

Eligibility: U.S. Citizen, able to obtain a Secret Security Clearance, current OGE Form 450 filing required. This position may require irregular hours and up to 25% travel.

• Serve as Senior Enterprise Sustainment Management System (E‑SMS) Program Manager and Air Force Technical Lead for E‑SMS implementation.
• Coordinate with functional and technical experts across DoD to integrate initiatives, programs, and systems for built‑infrastructure data management.
• Provide technical oversight to individual E‑SMS Module Program Managers.
• Draft, review, and consult on updates to AFIs, AFPAMs, UFCs, UFM, playbooks, and other guidance documents addressing E‑SMS and related processes.
• Maintain comprehensive knowledge of E‑SMS, EAM, CMMS, GIS platforms and associated integration methods.
• Apply data standardization, quality assurance, facility lifecycle modeling, and AI/ML readiness to support predictive sustainment decision‑making.
• Leverage Air Force budgeting, fiscal planning, and contract management; experience as a Contracting Officer Representative is required.
• Track software delivery, performance metrics, and provide expert‑level technical engineering support to improve enterprise software.
• Analyze installation‑level implementation challenges, establish feedback loops, drive user adoption and training, and provide executive‑level business cases with ROI.

• Ability to obtain and maintain a Secret Security Clearance.
• Must file OGE Form 450, Confidential Financial Disclosure Report.
• May work irregular hours, including evenings, weekends, and holidays; frequent travel may be required.
• Experience as a Senior Program Manager with technical oversight of complex systems.
• Expertise in E‑SMS, EAM, CMMS, GIS platforms and related data integration, standardization and QA.
• Experience with AI/ML integration into sustainment processes.
• Experience in budgeting, fiscal planning, contract management; demonstrated COR experience.
• Strong analytical, stakeholder communication, and executive‑briefing skills.
• 1 year of experience or education equivalent to the next lower grade.
• College transcripts strongly recommended.
