Position Overview

This position is accountable for the supervision of all field activities involved in the construction of one highly complex highway project, or multiple related highway projects within the district.

Essential Functions

* Ensures that assigned projects are built in accordance with contract requirements.

* Provides complete and accurate project documentation to ensure timely completion of final papers.

* Provides timely responses to inquiries, complaints, or requests regarding assigned projects.

* Provides engineering supervision and technical assistance for timely resolution of project problems.

* Coordinates project activities to maintain good construction procedures and project schedules.

* Supervises, trains, evaluates, and motivates subordinate personnel.

* Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

* Performs other duties as assigned.

Minimum Qualifications

* Current registration as a Licensed Professional Engineer in the state Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.

* Four years of experience in civil engineering.

Preferred Qualifications

* Six years of experience in civil engineering including four years of supervisory responsibility of which three years should be in highway engineering.

* Knowledge of the principles and practices of civil engineering.

* Extensive background in design/construction engineering.

* Ability to supervise, train and motivate other engineers and technicians.

* Strong oral and written communication skills.

Conditions of Employment

* Requires a valid driver's license.

* Requires successful completion of a background screening.

* Requires overtime.

* Requires occasional statewide travel with overnight stays.

* Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

* This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
