This position is accountable for scheduling and supervising all state and federal highway right‑of‑way acquisition, as well as necessary relocation assistance for the state construction program in Region 3/District 5 and providing liaison with local agencies regarding real estate acquisition requirements needed to ensure compliance and certification on projects for the Region 3/District 5 Local Roads Construction Program.
Essential Functions- Schedules, supervises, and assists staff in providing fair and reasonable negotiations for needed land.
- Conducts negotiations with property owners, their attorneys, and public officials for acquisition of right‑ofway from railroads and/or in complex and special cases.
- Supervises the preparation of relocation assistance plans and other necessary documents for title clearance and payments.
- Prepares condemnation requests and work with the Special Assistant Attorneys General in eminentdomain proceedings.
- Provides liaison for local agencies on land acquisition matters.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
- Completion of two years of college majoring in engineering, construction management, or related fields plus three years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof; OR four years of professional experience in real estate, surveying, title work, land acquisition, appraisal, negotiation, property management or relocation assistance or a combination thereof.
- Working knowledge of Microsoft Office Software.
- Experience and knowledge of the land acquisition process and how it relates to highway projects.
- Effective verbal and written communication skills.
- Strong leadership and management skills.
- Requires a valid driver’s license.
- Requires district and state‑wide travel with occasional overnight stays.
- Requires successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
