Position: CCAC National Agricultural Methane Planning Expert for Azerbaijan (Re-advertised)
Result of service

The ccac methane planning consultant will be responsible for:

- supporting the definition of an agricultural methane roadmap based on the inputs provided by the ministry of environment, the ministry of agriculture, and other line ministries. The roadmap should follow the ccac m-rap methane roadmap template and its five building blocks. The methane roadmap should integrate input from relevant stakeholders from different line ministries.

- coordinate the preparation of the methane roadmap for the livestock sector for presentation to the government of azerbaijan. Ensure an inclusive process involving key stakeholders, including the ministry of agriculture, the ministry of environment, other relevant ministries, farmer associations, ngos, the private sector, and academia, for the integration of recommendations into national frameworks. The roadmap should demonstrate alignment with climate policies, air pollution control, and agriculture policies.

A collaborative approach should be taken to engage stakeholders in shaping methane reduction strategies.

- recommendations for the inclusion of agricultural methane in the next round of azerbaijan's ndc and implementation plan.

Duties and responsibilities

The climate and clean air coalition (ccac) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The ccac is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (slcps) including methane, black carbon, hfcs, and tropospheric ozone. More

Guidance on the ccac's national planning methodology for reducing short-lived climate pollutants is available in the resource library. Participating in the global methane pledge, azerbaijan has made a voluntary commitment towards the objective to reduce global methane emissions by 30% by 2030 compared to 2020 levels and have its impact across the caucasus region and supporting collective climate goals.

We are now seeking one national methane planning expert for the agriculture sector, collaborating with the government of azerbaijan to develop a methane reduction roadmap for the agriculture (livestock sub-sector) sector. Outputs: 1. A map of agricultural stakeholders related to methane emissions in azerbaijan, considering their interests, influence, and concerns and a stakeholder engagement plan. 2. A summary of existing data on agricultural livestock methane emissions in azerbaijan (using the m-rap methane roadmap template).

3. A mapping of relevant existing and planned plans and policies across agriculture and environment to be analysed (using the m-rap methane roadmap template). 4. Stakeholder meetings with line ministries convened before and during development of the plan to inform it. 5. A methane roadmap for the livestock sub-sector following a methodology agreed with the ministry of agriculture and ministry of ecology and natural resources and the ccac secretariat with clear responsibilities, timelines, monitoring mechanisms and a resources mobilization strategy for its implementation.

The plan should include at a minimum: (a) a needs assessment which identifies gaps in existing commitments and policies for methane mitigation in the livestock sub-sector. (b) a preliminary mitigation assessment including priority mitigation measures and indicative cost-benefit analysis of implementation for the livestock sub-sector. A high-level outline of institutional arrangements and mrv considerations for implementation. (c) identified funding sources to support implementation of the measures
