Position: Community Services Officer (FT)

Community Services Officer – Parker Police Department

Help Protect and Enhance the Quality of Life in Our Community! The Parker Police Department is seeking a proactive, customer-service-oriented Community Services Officer to work directly with residents, businesses, pet owners, and community partners to promote compliance with Town ordinances related to animal care and control, parking enforcement, and municipal code compliance. Through education, problem-solving, and enforcement efforts, you will help preserve the high quality of life that makes Parker a great place to live, work, and visit.

Job Summary

In this important role, you will collaborate with patrol officers, Community Development staff, residents, and other agencies to address concerns, resolve violations, and support public safety operations throughout the community. Responsibilities include conducting inspections, responding to calls for service, issuing warnings and citations, investigating ordinance violations, assisting with animal-related incidents, supporting non‑emergency patrol operations, and educating the public on Town codes and regulations.

Duties
  • Conduct on‑site inspections to assess compliance with Municipal Code and issue notices of violation, warnings, citations, and summonses for Municipal Court.
  • Enforce animal care and control ordinances and respond to calls for service related to animals.
  • Enforce parking ordinances in accordance with Town regulations.
  • Educate residents, landowners, pet owners, and agencies on applicable Town laws, ordinances, and codes.
  • Assist patrol with non‑emergency calls for service, including found property, traffic control, trespass notifications, camping violations, and related support.
  • Collaborate and assist with the Community Development department on related code enforcement activities as needed.
  • Initiate corrective actions to achieve compliance and provide court testimony as required.
  • Document enforcement actions, gather evidence, prepare reports, and maintain accurate records to support compliance efforts.
  • Support and participate in community education and outreach activities related to ordinance compliance and animal care.
  • Perform other related duties as assigned.
Minimum Qualifications

Requires a high school diploma or GED equivalent supplemented by two (2) years of related experience. An associate’s degree in public administration, public relations, animal behavior, animal science, criminal justice or related field is preferred.

  • Possession of or ability to readily obtain a valid Driver’s License issued by the State of Colorado, safe driving record, and a minimum of two (2) years of driving history.
  • Possession of or ability to obtain State and National Animal Control certifications within eighteen (18) months of hire preferred.
  • Possession of or ability to obtain one of the following certifications within eighteen (18) months of hire:
    Colorado Association of Code Enforcement Officials, American Association of Code Enforcement, International Code Council Certified Zoning Officer, or International Code Council Certified Property Maintenance/Housing Inspector.

  • Knowledge of relevant town, state, and federal laws, regulations, and policies.
  • Knowledge of modern office practices and procedures.
  • Knowledge of legal aspects of municipal code enforcement and administrative procedures.
  • Knowledge of municipal zoning regulations, principles, practices and procedures.
  • Skill in mediation, negotiation, and conflict resolution techniques.
  • Skill in using computers and various software programs.
  • Skill in verbal and written communication.
  • Skill in the operation of computers and other modern office equipment.
  • Ability to provide positive customer service attitude toward all people and handle challenging situations.
  • Ability to operate and repair small/light equipment, such as power tools.
  • Self‑motivation and initiative while working independently with little to no supervision.
  • Ability to read and interpret maps.
  • Ability to work irregular hours or on‑call weekends, evenings, holidays, and/or during emergency situations.
