The Division of Youth Services (DYS) provides a continuum of services across juvenile detention, assessment, commitment, parole, and residential programming for youth ages 10-21.
Description of JobThis position serves as a Youth Center Rights Coordinator. The purpose is to ensure that youth rights are upheld and that all youth are treated with dignity, respect, fairness, and equity. The role ensures compliance with nondiscrimination policies, manages grievances related to discrimination, and provides training to staff on youth rights.
Duties- Review videos involving physical responses, abuse allegations, and youth grievances.
- Collect, review, and respond to youth grievances in accordance with DYS Policy 13.2 Grievance Procedures, log grievances, and submit monthly data to Administration.
- Oversee and deliver Youth Center training related to PREA, Youth Rights, and other relevant training.
- Collaborate with the Youth Center PREA Compliance Manager on internal investigations.
- Serve as the Youth Center Volunteer Coordinator, ensuring compliance with DYS Policy 20.2 Volunteers.
- Facilitate monthly student council meetings, record notes, and report outcomes.
- Facilitate youth and staff restorative processes following investigations or allegations.
- Participate in all CRT (Critical Response Team) activities for LGBTQIA2S+ youth.
- Assist Administration with data collection for CPO requests.
- Ensure compliance with CDHS policies on HIPAA Privacy, Sensitive Information, Internal Investigations and absolute confidentiality.
- Ensure all basic rights and needs of youth are satisfied with dignity and respect for all.
- Review and approve minor rule violations and associated interventions.
- Ensure youth complete assigned interventions and that violations align with DYS policy.
- Conduct major rule violation hearings and provide constructive feedback in incident reports.
- Uphold due process and implement Restorative Community Justice (RCJ) and interventions.
- Respond to and resolve youth grievances as primary grievance officer.
- Oversee youth center programming and ensure compliance with laws and policies.
- Lead and model trauma‑responsive interventions and the DYS Strategic Plan and Treatment Model.
- Train staff to facilitate problem‑solving groups, psycho‑educational groups, and other skill‑based groups.
- Monitor safety of volunteer/contractor activities and vocational programming.
- Maintain positive relationships with teachers and administrators to support education.
- Oversee accurate documentation of all daily operations and assist in reviewing, writing, training, and implementing DYS policies.
- Ensure completion of documentation for youth searches and unit activities.
- Ensure proper documentation of SPM, Growth Plans, NDR status, Seclusion, and Medical Watch as per DYS policy.
Minimum Qualifications
- High school diploma or GED.
- Two (2) years of professional experience in a related occupational field.

- Additional appropriate education substitutes for required experience on a year‑for‑year basis.
Preferred Qualifications
- College education in behavioral health or juvenile justice.
- Experience working with adjudicated or detained youth in secure residential or behavioral health settings.
- Experience with adolescents who have trauma.
- Experience mentoring and coaching youth in positive leadership roles.
- Experience with verbal de‑escalation and motivational techniques.
- Relevant state service experience.
- Minimum age 21, no felony convictions or domestic violence history.
- Full background check including CBI, ICON, Medicare fraud, reference checks, licensure verification, drug screen, PREA, Trails, CAPS, MVR, and valid Colorado Driver’s License.
- State of Colorado residency required at time of application and throughout employment.
- Shift work and travel as assigned.
- Successful completion of DYS Pre‑service Training Academy, Field Training Program (FTO), and mandatory annual training.
