Position: Project Engineer (Transportation Engineering Technician IV)

Project Engineer/Lead Inspector

This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland.

This position serves a dual role as a Project Engineer on small to medium MDTA construction contracts or as a Lead Inspector on major bridge and highway construction projects. The employee ensures compliance with contract specifications, provides guidance to less experienced staff, and performs duties under the direction of a Construction Manager and/or Area Engineer.

Duties of this position include, but are not limited to, the following:

  • Supervise and direct inspection staff by assigning duties, providing guidance, and ensuring all work is completed accurately and in accordance with contract requirements;
  • Monitor contractor compliance through daily coordination, field inspections, and communication with contractors and their representatives;
  • Coordinate construction activities among contractors, the MDTA, and other stakeholders to minimize disruptions;
  • Review and enforce Maintenance of Traffic (MOT) plans to ensure safe operations, including coordination with MDTA Operations Center and project personnel;
  • Evaluate project documentation with project leadership to address revisions, delays, and changes;
  • Communicate potential risks such as traffic, weather, and constructability issues to supervisors;
  • Review work plans and provide recommendations during project meetings;
  • Prepare punch lists and Non-Conformance Reports to address deficiencies; and
  • Maintain accurate project records, including as-built drawings and progress updates to support scheduling and project tracking.

The employee in this position will report directly to the Area Engineer and/or the Construction Manager. Work conditions vary depending on assignments and are performed in the office or in the field during survey and inspection assignments with exposure to varying weather conditions and rough terrain with requirements for walking, standing, bending, and lifting loads weighing up to 80 pounds. The position may be required to wear personal protective equipment (PPE), such as a safety vest, hard hat, eye and ear protection, safety footwear, fall protection, or a respirator, particularly when working near painting or sandblasting operations.

Qualifications

Minimum qualifications:

Education:

Graduation from a standard high school or possession of a high school equivalency certificate.

Experience:

Five years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.
** Six (6) months of this experience must include performing inspections on major bridge or highway construction projects.
