Position Overview
The Director of Nursing (DON) is responsible for developing, planning, and implementing an integrated program of nursing services for the Department of Juvenile Services. The DON oversees and directs 24/7 nursing operations at the eight DJS residential facilities and the DJS shelter, supervising the three regional Nurse Managers and, through them, nursing staff and non‑licensed health care staff. The DON ensures nursing services comply with regulatory, community, accreditation standards, and security protocols.
Work schedule:
Day shift. Potential telework up to 2 days per week. The incumbent may be called in and may work away from the assigned office for statewide initiatives, training, or coverage duties.
- Design, develop, implement, and evaluate the philosophy, objectives, standards, and policies of nursing practice and interpret them for administrative personnel.
- Develop, review, and modify nursing protocols and procedures and assist in reviewing and revising DJS policy.
- Coordinate nursing services in an interdisciplinary fashion with other disciplines within DJS such as physicians, dental, behavioral health, nutrition, case management, residential/group life, transportation, executive, and support services.
- Ensure consistent, high‑quality nursing and somatic health care of youth in DJS facilities through continuous quality improvement, quality assurance activities, submission of facility statistical reports, education, training, orientation of nursing staff, weekly special needs meetings, and development of treatment plans, discharge aftercare, and special health care services for youth with special needs.
- Assist in determining appropriate placement of youth with respect to their medical needs.
- Investigate critical incidents, develop corrective action plans, and follow through to ensure corrective action is completed and ongoing.
- Make periodic visits to DJS facilities to assess nursing operations and upkeep of health suites, and meet with nursing staff, other health care professionals, and facility leadership.
- Ensure adequate space, supplies, equipment, and medication with continuous inventory for ongoing nursing operations in coordination with the Health Administrator.
- Assist in ordering and purchasing supplies and equipment as needed for ongoing medical and nursing operations.
- Oversee the hiring of nursing personnel and support staff, and participate in interview, selection, placement, promotion, discipline/counseling, and evaluation of nursing personnel.
- Hold at least monthly Nursing Supervisors Meetings and weekly meetings with Regional Nurse Managers.
- Serve as Contract Monitor for the Supplemental Nursing Contract and assist in development and monitoring of other contracts in coordination with the Health Administrator and Clinical Services Administrator.
- Oversee the Certified Medication Technician program, including coordinating and providing initial and refresher training to non‑professional staff per the Maryland State Board of Nursing, coordinating Delegating Nurse training, and supporting Delegating Nurses.
- Attend and participate in conferences, continuing education, required training, and meetings that may include other State agencies, stakeholders, and professional organizations.
- Complete special projects and other duties to support the Department’s and DJS Somatic Health Missions as assigned by the DJS Medical Director or Health Administrator, including coverage of facility nursing duties if required.
- Education:
Master’s degree in Nursing or a health‑related field from an accredited college or university. - Experience:
Five years as a Registered Nurse, including four years of experience in an administrative, supervisory, consultative, or teaching capacity.
- Candidates may substitute a Bachelor’s degree in Nursing or a health‑related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative, or teaching capacity for the required education.
