- Salary: $69,804.00 – $84,492.00 Annually USD
Under supervision, Housing Rehabilitation Specialists perform office and field work related to all phases of housing rehabilitation projects, from initial inspection and evaluation through completion of construction. Incumbent evaluates housing structures, including single-family and multifamily units, for rehabilitation in accordance with the City’s housing rehabilitation programs, ordinances, building codes and other housing quality standards.
Responsibilities- Coordinate bid process with homeowners and contractors
- Conduct walk-throughs with contractors to review scope of work
- Inspect contractor work for quality, adherence to repair specifications, and rehabilitation standards
- Prepare change orders as needed and ensure projects are completed timely and within budget
- Provide administrative and technical assistance to property owners
- Maintain accurate records of rehabilitation activities related to grant and loan projects
- Establish and maintain effective working relationships with stakeholders
- Drive approximately 60 percent of the time, requiring a valid driver’s license
- High school diploma or GED or equivalent
- Three (3) years of full‑time experience as a licensed building contractor or three (3) years of experience in construction trades (carpenter, electrician, plumber)
- Valid California Driver's License at time of appointment, with proof of license and current driving record
- Completion of U.S. EPA Lead Renovation, Repair and Painting (EPA RRP) within 6 months of appointment
- Successful completion of Department of Justice fingerprint process prior to employment
- Written Examination (100%): assesses ability to prepare/develop specifications, read and interpret blueprints, interpret regulations, knowledge of construction techniques, safe work practices, critical thinking, written communication, reading comprehension, following directions, and public contact and judgment/interpersonal relations skills
- Qualified veterans who pass the examination may receive five (5) additional points
- DD‑214 copy required with application; proof of honorable discharge must be provided for each examination where veteran’s preference credit is requested
