JOB SUMMARY

The Property Maintenance Inspector (Part-Time) is responsible for inspecting and enforcing the City of Parma Codified Ordinances governing maintenance, rentals, zoning, and licensing for all property types. The incumbent works under the direct supervision of the Building Commissioner. Performance of the core objectives of the position are essential job functions. This is an Unclassified position within the Civil Service of the City of Parma.

WORK

ACTIVITIES
  • Inspects residential and commercial structures and properties to determine compliance with property maintenance regulations and zoning codes.
  • Processes complaints and handles inquiries related to property maintenance, rental registration, zoning compliance, and licensing.
  • Inspects rental properties to determine compliance with rental registration program regulations and standards.
  • Records inspection information, registration compliance, and licensing compliance, including inspection photos and findings into the Building Department record management system.
  • Identifies all violations upon inspection, maintains records, and schedules follow-up inspections for determination of compliance.
  • Issues citations and prepares court case files to be sent to the Prosecutor’s Office and Parma Municipal Court.
  • Prepares information for court cases pending in the Prosecutor’s Office.
  • Enforces the Codified Ordinances of the City of Parma.
  • Takes complaints from the public and explains codes, laws, and regulations to the public, contractors, and City officials.
  • Prepares clear and concise correspondence communicating work and findings as needed.
  • Maintains and updates the Building Department record management system, including contractor information, daily inspection reports, violation notices, court status information, and additional information as needed.
  • Performs other duties and inspections as directed.

JOB CONTEXT

The Property Maintenance Inspector (Part-Time) generally works 20-29 hours per week, scheduled between 8:30a.m. and 4:30p.m., Monday through Friday. The position is part‑time and operates throughout the year. Regular and consistent on‑site attendance is an essential job function. The incumbent performs duties in a variety of environments due to the nature of the job. It requires physical activity and mobility, including extensive walking during the summer months.

The stress level for this position is described as medium. Some duties are of a confidential nature due to prosecution of violations.

JOB QUALIFICATIONS

Upon hire, a Property Maintenance Inspector (Part-Time) must have:

  • A high school diploma or equivalent.
  • At least one of the following qualifications is required (preferred options noted):
  • One year of experience performing property maintenance inspections for a municipality, government agency or company (Preferred).
  • One year of experience performing building inspections regulated by the Ohio Board of Building Standards for a municipality, government agency or company (Preferred).
  • Five years of property maintenance or facilities maintenance in single and/or multi‑family settings.
  • Five years of general construction or general contracting specializing in single and/or multi‑family construction.
  • Five years of experience in real‑estate sale or appraisal of single and/or multi‑family construction.
  • Five years of experience in municipal, county or state law enforcement.
  • A current State of Ohio Residential Building Inspector Certification or higher Ohio Board of Building Standards Certification (Preferred).
  • The ability to navigate and comprehend local zoning and property maintenance codes.
  • The ability to operate computers, navigate the internet, use general office equipment, including software such as Microsoft Office Suite, Excel, and the Building Department record management system and other programs.
