Administrative Services Officer
LACERA is seeking an experienced administrative leader to serve as the Administrative Services Officer over Budget and Vendor Management within the Administrative Services Division. This position is part of the Administrative Services Division Management Team and provides both technical and administrative supervision to administrative generalists and specialized staff across the Budget Unit and Vendor Management (Procurement and Contract) functions.
Reporting to the Division Manager, this position serves as LACERA's primary administrative control function for fiscal discipline and operational integrity across the enterprise. The Administrative Services Officer — Budget & Vendor Management coordinates and manages LACERA's overall budget processes related to the LACERA Administrative Budget, the LACERA Retiree Healthcare Budget, and the Other Post-Employment Benefits (OPEB) Budget, and oversees enterprise-wide procurement, contract administration, and vendor compliance.

The Administrative Services Officer role includes:
- Providing leadership, direction, and guidance to assigned staff and functional teams; establishing priorities, monitoring performance, supporting employee development, and ensuring work is aligned with organizational goals, service standards, fiscal controls, and compliance requirements.
- Coordinating and managing LACERA's Administrative Budget, Retiree Healthcare Budget, and OPEB Budget, including development, monitoring, and fiscal controls for a $150 million enterprise budget.
- Developing budget policy recommendations, guidelines, and preparation instructions; conducting a full range of complex and sensitive studies and analyses related to budget development and management.
- Collecting and preparing data; developing financial forecasts, trend reports, and budget justifications; making recommendations regarding resource allocation.
- Overseeing procurement, contract administration, and vendor compliance, including developing policies and processes across the entire contract lifecycle, scopes of work, evaluating proposals, and managing vendor performance against contractual terms.
- Facilitating the development and maintaining a robust risk management strategy to identify, assess, and mitigate risks associated with LACERA projects.
- Ensuring audit readiness and maintaining internal controls across administrative and fiscal functions.
- Serving as the primary liaison for budget-related board and executive reporting; preparing and delivering recommendations and presentations to LACERA's Executive Office and Boards.
- Planning, organizing, and supervising the work of the Budget Unit and Vendor Management staff; establishing and monitoring service delivery standards.
- Tracking performance and supporting operational continuity across assigned functions.
- Coordinating and facilitating cross-functional subject matter experts through ERP-related activities, including requirements gathering, system evaluation, configuration support, user adoption, process integration, training development, and ongoing system use.
This position directs two functional teams: the Budget Unit and Vendor Management, which includes Procurement and Contract administration.
There is currently one (1) vacancy in the Administrative Services Division over Budget and Vendor Management. The resulting eligible register for this examination may be used to fill both current and future vacancies throughout the Administrative Services Division.
The Administrative Services Officer position is an exempt position as defined by the Fair Labor Standards Act and is not eligible for overtime.
Work Schedule:
This position works a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday). LACERA offers a hybrid work environment.
